SAN DIEGO (KGTV) — The man wanted for a shooting outside of an unlicensed marijuana dispensary in unincorporated El Cajon has been arrested.The San Diego Sheriff's Department (SDSO) issued an arrest warrant for 18-year-old Richard Anthony Bell, of El Cajon, on Dec. 8 in connection with the shooting four days earlier in the 1600 block of N. 2nd Street.A 16-year-old was shot outside of the illegal dispensary and taken to a nearby hospital, where the victim remains and is expected to survive. Members of the U.S. Marshals Service located Bell on Friday at about 11 p.m. inside a hotel and casino on the Las Vegas Strip. He's being held on million bail for attempted murder and awaiting extradition back to San Diego County.The shooting isn't believed to be related to the dispensary and is thought to be gang-related, SDSO said. 841

SAN DIEGO (KGTV) -- Surveillance video shows a couple at a Kearny Mesa home, targeting an American flag.John Dodds bought his flag two years ago and displayed it with a light outside his home on Atlas Street."My father was a Navy veteran, my brother was very patriotic and instilled it within me," Dodds said. "I want everyone to know how much I appreciate this country and what the veterans of this country do for us."A flag typically flies in front of Dodd's home 365 days a year. On Thursday morning, Dodds walked outside and saw the empty flag holder, before reviewing his surveillance video.Around 8:30 p.m. Wednesday night, two people with backpacks - bandanas on their faces -  walked by. One of them walked up to his porch and yanked out the flag before she took off. Dodds posted the video on the Nextdoor app in hopes of tracking down those thieves - and his flag.        "Maybe it was a big joke to them, but I don't think they know how seriously most of us take the flag of the United States of America," he said. Dodds plans on getting another flag but is still holding out hope for it to be returned. SAN DIEGO (KGTV) — The man suspected of opening fire on U.S. Customs and Border Protection agents at the border Monday has been named.San Diego Police say 23-year-old Travis James Eckstein, a U.S. citizen, was shot and killed during a shootout with CBP officers Monday at the San Ysidro Port of Entry. Eckstein was driving from Mexico into the U.S. and refused to stop for officers. Officers say Eckstein tried to drive through an inspection area, before a vehicle blocked his exit.He then began to fire on officers before he exited his vehicle continued shooting. He said he was driving back home to Chula Vista from Mexico on Monday evening. Moments after he cleared customs, he said he saw a white truck blaze past him. He immediately saw CBP agents throw out spike strips on the ground and the driver of the truck crash into another vehicle. Seconds after two separate shootouts, our viewer saw agents dragging Eckstein onto the sidewalk. Meanwhile, other officers were pointing their guns at the bullet-ridden truck, addressing the passengers. Two male Chinese nationals, ages 18 and 27, were found in the rear of Eckstein's truck and were interviewed and released to CBP officials.First responders attempted life-saving measures on Eckstein, but he did not survive his injuries.Seven CBP officers were involved in the shooting but, miraculously, none were injured.“The CBP officers risked their own lives to protect the public from this gunman,” Pete Flores, Director of Field Operations, said in a release. “Human smuggling is always dangerous. SAN DIEGO (KGTV) — The City of San Diego could make the unorthodox move of refusing to reveal a directory of its 11,000-plus employees.A new memo from City Attorney Mara Elliott's office says officials fear doing so could increase the risk of cyber attack. "You have indicated that releasing all City employee email addresses at once could create a potential threat to the City's cybersecurity because it would make it substantially easier for bad actors to launch phishing attacks against the City, which could interrupt critical City operations," says the Sept. 20 memo. The Union-Tribune recently made a California Public Records Act request for names, work email addresses and phone numbers of all city employees, which is disclosable under the act. Cyber security experts say public agencies have been facing a barrage of hacking attempts because they control critical civic operations. Last year, hackers shut down some operations at the Port of San Diego, and the city of Atlanta has spent millions to recover a system after a ,000 ransomware attack. Ted Harrington, an executive partner at Independent Security Evaluators, said hackers often try to get victims to open attachments in emails, known as phishing. "It's an attack method where when the victim either clicks a link or downloads an attachment, that automatically installs some sort of malware or directors that particular victim to a malicious website, and then all kinds of bad things can happen from there," he said. The City Attorney's memo existing case law suggests there are circumstances where not disclosing the list of workers outweighs the public interest in disclosing them, but leaves it up to the city on a final determination. Jeff Light, the editor and publisher of the Union-Tribune, said in a statement that he understands the cyber security concern, but that it shouldn't keep the information from being disclosed. "Public information law in California says that 'access to information concerning the conduct of the people’s business is a fundamental and necessary right of every person in this state,'" Light said. "I don’t see how that principle squares with this theory that the government should not reveal the phone extension or email of a city employee."The City Attorney memo notes that while the city may not release a full directory, residents do have access to contact information for city officials they may need to contact. SAN DIEGO (KGTV) - Students in the San Diego Unified School District have a handful of programs designed to keep them active and help ward off childhood obesity.In 2016, the district began it's Healthy Initiative. So far, they've created wellness committees in every school. They also put their IMPACT Program into 20% of the campuses, with plans to expand in the next few years."IMPACT stands for Increased Movement in Physical Activity during Class Time," explains SDUSD's Kate McDevitt. It gets the students 30 extra minutes each week outside, learning easy-to-replicate activities that they can take home."They still have time with their PE teacher, but now classroom teachers can engage their students in station based physical activity," says McDevitt. She says it helps with their focus throughout the day."You can see them light up and really engage in the classroom activities and the earning they’re doing when they have time to move," she says.In addition to the IMPACT program, many schools have local gardens where kids learn about fresh fruits and vegetables. Cafeterias have replaced traditional, high calorie options with foods that are healthier. And some schools have changed the way they do celebrations."We have healthy celebrations," says Ocean Beach Elementary Principal Marco Drapeau. "We still celebrate birthdays and holidays. We still make a big deal out of them. But we don’t hand out the sugary treats."The need for a more health-based approach to school comes at a time when kids' risk of obesity is increasing. According to the CDC, one in five kids in the US is obese. And one in three kids born since 2000 will develop Type 2 Diabetes over the course of their lives.Drapeau says schools are on the front lines in the fight."We’re at a stage right now where we’re competing with this," Drapeau says, holding his hands as if he's holding a phone and watching tv.
