Oklahoma teachers will continue their walkout for a sixth day Monday, maintaining their pressure on state legislators for increased education funding.The teachers were granted a pay raise last month but say the state's school facilities, equipment and textbooks are rundown, outdated or in short supply and more spending is needed.At least 58 of the state's 500-plus school districts -- including those in Oklahoma City and Tulsa -- will be closed Monday because of the walkout, CNN affiliate KOCO reported. 515

OCEANSIDE (KGTV) - Three women were injured Sunday evening in a shooting at an Oceanside shopping center, according to Oceanside Police.Police said three Hispanic women were in front of a clothing store in the 3700 block of Mission Boulevard, when three black men suddenly came up to them, shortly after 5 pm. Two of the three suspects shot at the three young women. All the victims suffered non-life-threatening gunshot wounds and went to the hospital. Waitress Angelica Camiro was on her break, treating her nephews to a cup of ice-cream from the shop next door. On their way back, she saw the commotion. "The only thing was, 'Save the kids!' because I don't know what was happening," Camiro said. She immediately ran back into the restaurant and told all the customers to get to the back of the store. Then they called Police. Witnesses said the suspects got away in a dark sedan. If anybody has any information, please contact the Oceanside Police. 995

Not since 2005 has the Atlantic basin seen so many storms in a hurricane season. The year 2020 now eclipses the old record, with at least 12 of those storms making landfall this year in the U.S. alone.“Those two years are quite similar. They are anomalies,” said Lewis Link, a professor at the University of Maryland who studies hurricanes.An increasing number of hurricanes are becoming major ones, which means their wind speed falls into a Category 3 hurricane or higher.“Partially, it could be attributed to warming, higher sea surface temperatures, which are the fuel for generating hurricanes,” Link said.It’s not just coastal areas that bear the brunt of concern during hurricanes. More and more often, the effects from these storms may hit the coast first, but they are being felt far more inland and in many more states than ever before.A recent map put together by the National Hurricane Center showed all the counties impacted by hurricanes and tropical storm winds this year. The effects of those storms reached inland states like Arkansas, Tennessee, West Virginia and Vermont.Yet, the effects from these storms go beyond just high winds.“The biggest problem we have is with flooding, is inland flooding,” Link explained. "And some of that is attributed to tropical systems that continue to dump a lot of rain, long after they cross the shoreline.”That’s an issue, he said, because many areas don’t have the infrastructure in place to deal with the heavy, quick downpours that are associated with tropical systems.“Not only are they old, but they’re just not up to the task. That’s a serious problem. How do you change that?” Link said. “We’re not set up well to change our infrastructure based on changing conditions.”It is a change that may have some communities rethinking exactly what it means to be in a hurricane zone.While the official hurricane season runs from June 1 through November 30, occasionally some tropical storms do develop outside those dates, including some that formed this year in May. Despite that, experts say there are no moves at the moment to expand the dates of the hurricane season. 2132

  

OCEANSIDE, Calif. (KGTV) — Defense attorneys for 15 Marines accused of human smuggling said they hope the judge dismisses the case.The attorneys argued that the Commander illegally used his power to discipline the Marines publicly, and therefore influenced the outcome of the case.It was a very public display of discipline.Fifteen Camp Pendleton Marines were cuffed and taken away by NCIS agents in front of an 800-person battalion formation in July. They were accused of human smuggling and conspiracy.But now, attorneys representing a few of the accused Marines said the public arrests violated their rights. Now, they are filing what's called an "undue command influence" motion against the Battalion Commander who led the formation."Anytime you have a Commander who is in a position of leadership who potentially affects a subordinate's rights to a fair trial, that can be viewed as potential 'undue command influence,'" military attorney Gary Barthel explained. "This motion for 'undue command influence' was made against the Battalion Commander for making comments and parading the 15 individuals out for what was supposed to be a recognition, and they were ultimately arrested." Barthel is a former legal advisor to Camp Pendleton's Commanding General. He said a Commanding Officer's job is to maintain good order and discipline their command. But in military law, they also wear the prosecutor and jury selector hats."Those two hats can clash," Barthel said. "That's why it's important for Commanding Officers to be careful what they say with regard to their views of the military justice system, or their views of a particular individual who has been accused of an offense."The defense team said the Commander used his power to influence the outcome of the case unfairly. But Barthel said in his experience with 'undue command influence' cases, he believes the military has likely already taken the Commander in question off the case."You can take the individual that allegedly made the statements involved out of the process, and that keeps the process fair and impartial," Barthel said. "I'm not sure that this is going to be a successful motion for 'undue command influence.'"The Marine Corps responded to a 10News inquiry regarding a video of the public arrests. They said: 2295
