CHESTERFIELD COUNTY, S.C. — The body of an 11-month-old girl whose disappearance prompted an Amber Alert has been found dead in a diaper box, her mother is reportedly in custody. According to WBTV, the mother, 19-year-old Breanna Lewis, had initially told officials that she was walking to her mailbox carrying her daughter when a man violently stole the baby out of her arms. The baby, Harlee Lane Lewis, was found dead a few hours later.Chesterfield County Sheriff Jay Brooks told The Associated Press on Tuesday that the body was found inside a diaper box in a field about 1,000 yards behind a home in Chesterfield, South Carolina.Brooks says the Amber Alert was canceled “because we don’t think there was a kidnapping.” The mother was then taken into custody and is being questioned, along with other family members, according to WCIV. The mother has been charged with filing a false police report, according to WSOC. Additional charges are pending following the autopsy report.The Chesterfield County Sheriff's Office, the FBI and SLED are investigating the case. 1106

CHARLOTTE, N.C. — Authorities have filed criminal charges against a mother accused of driving around barricades during a hurricane, resulting in the drowning death of her 1-year-old son.Union County Sheriff’s detectives say that Dazia Ideah Lee, 20, of Charlotte, drove around highway barricades and kept going east until her vehicle encountered rushing water flowing across the road during Hurricane Florence.Her car left the roadway and came to a rest among a group of trees where she managed to free herself and her 1-year-old son Kaiden Lee-Welch. However, she lost her grip on Kaiden in the rushing water.“The tragic death of this child and the circumstances surrounding this case are heartbreaking. We continue to pray for all those suffering as a result of this child’s death," Sheriff Eddie Cathey stated. "However, after a very thorough investigation and taking all facts into consideration and applying the law, we feel that these charges are appropriate.”Lee faces a charge of involuntary manslaughter and a misdemeanor charge of driving on a closed/unopened highway in connection with the death of her son.She is due in court on November 20, 2018. 1192

(CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic.This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions.When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas.On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining.The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. CAMP PENDLETON, Calif. (KGTV) — A pair of brothers was arrested this week after police say they tried to carjack a man working on his vehicle on Interstate 5, assaulted him, and fled onto Camp Pendleton property.The brothers were traveling on southbound I-5 on Tuesday at about 10 a.m. when their Ford Mustang broke down just north of Las Pulgas Road. The pair walked to Vista Point and asked a truck driver for a ride to Long Beach, but the driver said no, California Highway Patrol said.The brothers then approached a 58-year-old man from San Diego who was working on his broken-down vehicle. The man was leaning over the engine of his vehicle with the hood up when one of the brothers placed the man in a headlock while the other brother assaulted the man in the face and body, CHP said.The truck driver who denied the brothers a lift saw the attack and came to the victim's aid. The brothers fled the area west, and climbed over a fence onto Camp Pendleton, said CHP.Camp Pendelton Police were nearby and quickly found and detained the two. CHP officers responded to the scene as well. The victim received moderate to major injuries during the assault and is expected to recover.Gonzalo Lopez, 24, and Eusebio Lopez, 19, both from Long Beach, were arrested and charged with assault and battery, and attempted carjacking. Gonzalo was also charged with driving under the influence while Eusebio was charged with being drunk in public. 1444

  

CHICAGO, Ill. – Chicago’s police commissioner says more than 100 people were arrested following a night of looting and unrest that left 13 officers injured and caused damage in the city’s upscale Magnificent Mile shopping district and other parts of the city.Police Superintendent David Brown says it “was not an organized protest” but instead “an incident of pure criminality” that began following the shooting of a person by police the previous day in the city's Englewood neighborhood.It wasn’t immediately clear what led to the unrest, which began shortly after midnight, but anti-police graffiti was seen in the area.At one point early Monday, shots were fired at police and officers returned fire.Many of the businesses that were ransacked had recently opened after Chicago protests of George Floyd’s May 25 death in Minneapolis devolved into chaos.Brown says a heavy police presence is expected in the downtown area until further notice.Mayor Lori Lightfoot described it as “straight up, felony criminal conduct” and “an assault on our city." 1057
