SAN DIEGO (KGTV)— The man in the center of a viral video depicting a police arrest appeared in San Diego County Superior Court Tuesday. But he was there for another case, dating back to 2017.20-year-old Trenelle Cannon spoke at one of his many court appearances scheduled for this week. This one was regarding a robbery from 2017, where prosecutors said Cannon snatched a ,000 gold chain off a person's neck."The defendant was seen running to a vehicle, and that vehicle took off. There was a police hot stop on it. The defendant ran from the passenger and left the necklace inside," Deputy District Attorney, George Modlin said. But Cannon made headlines because of a controversial video, released Wednesday. The 12-second video was recorded from the back of a sedan that Cannon was riding with four others. Police said despite a demand to stop, the driver sped off onto Interstate 5. Near the freeway exit, police conducted a traffic stop. That's where the video begins. Cannon's girlfriend Shakira Smith, who took the video, said the man on the other end of the officers' punches, is Cannon. But San Diego Police said the 12-second video does not show the whole story, of how the 20-year-old had multiple outstanding warrants. According to San Diego Police Chief David Nisleit, officers were surveilling Cannon before the incident. When he took off, Chief Nislet said officers chased him. When they got close, he noted Cannon resisted, which resulted in the necessary force, which he called "physical strikes and distraction strikes.""Cannon refused to cooperate and struggled to keep his hands in front of his body." Chief Nisleit said. Cannon's loved ones said that was police brutality."He is quickly pulled out of the vehicle by his shirt, head first, throwing him down to the ground aggressively," girlfriend Shakira Smith said. In his short adult life, Cannon has been the defendant for at least three other criminal cases: involving a stolen cell phone, a gold chain, firearms possession, and identity theft. While he awaits the arraignments for his new charges, he requested a change in his living situation."I just wanted to request that I be taken out of the psych ward or whatever," Cannon said. "But they put me in like, a psych ward facility on the 6th floor, and I would request that I go to mainline. I've seen the psychiatrist and she said there is nothing wrong with me at all, and she doesn't understand why I'm up there."Cannon's arraignment for the charges from the video will be tomorrow at 1:30 pm. 2534

SAN DIEGO (KGTV)— San Diegans are bracing for yet another round of gas price increases. Mike Metroianis has a love-hate relationship with driving.“I do about 300 miles on any given day,” Metroianis said. It is how he makes his living as an Uber and Lyft driver. But it is also why he has to spend a lot of money. He checks gas stations around his routes, always looks for the best prices. “25 cents makes a huge difference,” Metroianis said. According to AAA, the average national price of regular gas is .76 per gallon. But in California, it’s .57 per gallon. Experts say the increases are a result of the unrest in Europe and the Middle East, combined with high demand in the United States. “You dread it every time,” Metroianis said. “You see your gas go down and you’re like… You made all this money, and next thing you know, you’re throwing it right back in the tank. It’s ridiculous.”So ridiculous, Robin Bartlet has completely stopped getting regular gas for her 28-gallon Chevy Avalanche. Luckily, her car takes Flex Fuel, which only costs her .89 per gallon, at a 76 Station in Kearny Mesa. The same station is charging .29 per gallon for regular gas.“Holy sugar!” Bartlet said, looking at the sign for the regular gas. Experts say prices are not getting any sweeter, any time soon. By Memorial Day weekend, Californians may have to pump out on average, more than a gallon. The Bartlets say that is reason enough to not make any travel plans. “We’re not going anywhere,” Bartlet said. “With gas going up more for the holiday, it’s not even worth it.”So what happens to people like Metroianis whose livelihoods depend on gas prices?“If It went to , there’s no way. SAN DIEGO (KGTV)- There's a new requirement that large California counties have to meet before they can advance on the state's color-coded COVID-19 reopening system.State health officials say the "health equity metric" will help reduce infection rates among vulnerable populations.Sunday, San Diego County health officials opened another drive up testing site in Chula Vista. Local leaders say they've been targeting disadvantaged communities with education, outreach, and testing since the start of the pandemic."About 34% of our county population is Latino, but about 66% of the cases, we saw that early on, and that's why we took the action of developing the South Bay Saturation Strategy for testing. We have sites in every community in the South Bay," said Nick Macchione, director of the Health and Human Services Agency for San Diego County.Counties with more than 106,000 residents will be divided into quartiles based on income, education, and other factors gathered in census tracts.The goal is to bring the infection rates in the most disadvantaged neighborhoods in line with the county's overall rate."Now they need to make sure that not only does their test positivity for the whole county, their adjusted case rate, but also their test positivity in the lowest quartile in the Healthy Places Index for the county all need to meet the criteria for the least restrictive tier," said Dr. Mark Ghaly, California's health secretary.Ghaly said counties will need to show that they're directing money and resources to help the communities hardest hit."It's not just the test positivity, that's the piece that helps counties move forward or slows them down in moving through the tier system, but we are working with counties on a broader strategy to focus on equity," said Ghaly.Ghaly said failing to meet the metric cannot push a county back into a more restrictive tier, but can slow it down from moving ahead.Nancy Maldonado is the President and CEO of the Chicano Federation. San Diego, Calif. (KGTV) - California is the biggest prizes in the 2020 primary and the remaining Democratic presidential candidates are making a final push to turn out voters in San Diego. Much of their final efforts is focused on getting supporters in the South Bay."We're putting people out in their own neighborhoods, talking to neighbors they already know, making sure they're filling out their absentee ballots," said Joe Biden campaign staffer Jack Hurley.Biden opened an office in the Eastlake neighborhood of Chula Vista shortly after the Iowa Caucus. While Biden does not have as big a staff or infrastructure as other campaigns, they have seen a boost in volunteers since Biden won the South Carolina primary. "I want to see change and I wanted Joe Biden to be that change, and that means I needed to get to work," said Russell, who walked in to the Biden office Monday to volunteer.Bernie Sanders has a large organization in San Diego, based out of its headquarters in Barrio Logan. Monday, teams worked in shifts to train volunteers to canvass the South Bay, focused particularly on San Ysidro. "Our goal is turning out voters that a lot of them haven't actually voted before. So we're mainly focused on turnout at this point in time," one staffmember told the volunteers."It was tough in the beginning," said Sanders volunteer France Hanna about his first efforts at doorknocking. "But I realize as I share my personal Bernie story with all the doors that I knock on that I have a lot of commonalities with people."The Sanders campaign is particularly working to utilize a relatively new law in California that allows ballot delivery, meaning that campaign volunteers can pick up voters' ballots and deliver them to be counted. Because Sanders emphasizes turnout out non-traditional voters, especially young voters and people of color, ballot delivery could provide a boon, making it easier people who perhaps may not have gone to the polls to cast a ballot.The Mike Bloomberg campaign is also working to reach LatinX voters in the South Bay. "One of the main things we understand about the South Bay is that there is the most potential to turn out voters," said staffer Jesus Cardenas.
