Migrant workers who were previously farmers will get the same labor rights as their counterparts from towns and cities starting next year, under a new regulation by the Ministry of Labor and Social Security (MLSS)."No discriminatory restrictions should be set against the rural laborers entering cities for employment," the Employment Services and Employment Management Regulation issued on Wednesday stated.Under the regulation, all laborers cannot be discriminated because of ethnicity, race, gender, and religious belief when seeking employment.Farmers-turned-laborers or those without local household registration can also register for unemployment at local public labor service agencies if they have worked in a place for half a year and more.Employment units should go to local public service agencies to register laborers or terminate their contracts."The provisions reflect tremendous progress in the country's labor policies," Mo Rong, the vice-president of the labor science research institute under the MLSS, told China Daily.Mo said policies toward laborers from rural areas have been changing with the times - in the early 1980s, they were forbidden to migrate to cities, but this restriction was later lifted with the provision that the laborers brought their own "grain tickets" in the face of a grain shortage.Since the 90s, the laborers have moved freely between rural and urban areas under the regulations of respective cities. The first great wave of migrants heading to cities occurred in 1992."They could finally 'float' between rural regions and cities without policy limitations after 2000," Mo said, referring to the country's policy improvements in the area."Laborers from rural areas will now be able to enjoy many free employment services in the cities with the new regulations," Mo added."These are possible under the auspices of a good amount of government subsidies."With the new regulation, employers are now forbidden to refuse women work except when such jobs are stated as unsuitable as stipulated by the State."When an employing unit recruits female workers, it shall not stipulate in the labor contract any content which restricts female workers from getting married or having child," said the ministry.Those suffering from infectious diseases are now also protected from discrimination.In particular, laborers cannot be denied work based on Hepatitis-B tests unless the job already prohibits carriers of the disease according to laws, administrative rules and regulations set by the administrative department of health under the State Council.Such employment units can be fined as much as 1,000 yuan (5) along with other compensation liabilities.

China Railway Construction Corp. (CRCC), the country's leading rail builder, may raise as much as 22.25 billion yuan (3.1 billion U.S. dollars) in its initial public offering (IPO) in Shanghai.     In a statement to the Shanghai Stock Exchange late Sunday, the state-owned company said it has cut the number of A shares it is offering to 2.45 billion from 2.8 billion after reconsidering its capital demand.     The 2.45 billion shares represent 23.44 percent of CRCC's outstanding capital. The firm had built nearly 34,000 kilometers of rails by the end of 2006, more than half of all the rail links built nationwide since 1949.     On Feb. 14, CRCC was given green light by the China Securities Regulatory Commission to issue no more than 2.8 billion A shares on the Shanghai Stock Exchange.     The IPO price range was set between 8 to 9.08 yuan and it translated into 26.92 to 30.56 earnings multiples after the domestic share sale, according to the statement.     The company would start to receive from institutional investors orders for its 612.5 million shares, or 25 percent of the offering, on Feb. 25 and 26. The retail investors would be able to subscribe for the remaining shares on Feb. 26, the statement noted.     CRCC also planned to sell no more than 1.71 billion H shares in Hong Kong.     The company established its name by building the Qinghai-Tibet railroad, Shanghai maglev rail line and the Beijing-Kowloon railway. It also took the largest share in the bidding for the construction of the express railway linking Beijing and Shanghai.     Its total assets amounted to 155 billion yuan (21.7 billion U.S. dollars) by the end of November 2007, with net profit reaching 2.8 billion yuan (391.8 million U.S. dollars).

  

The China Meteorological Ad-ministration (CMA) Tuesday announced the completion of a national climate observation network to help mitigate global warming.CMA director Zheng Guo-guang said the network would collect accurate information about climate change."Climate change is threatening the environment, state security and economic development," Zheng said.Responding to a UN plan, China's first climate observation network was set up in 1997. Seven departments - meteorology, water affairs, agriculture, environmental protection, forestry, ocean and scientific research - joined the network.The network set up 16 key observation areas, Zhang Renhe, director of the Chinese Academy of Meteorological Sciences Director, said.These are: Atmosphere and land systems in the Qinghai-Tibetan plateau, glacier; water and ecological systems in the Tianshan Mountain area; Xilingol pastures in the Inner Mongolia Autonomous Region; Dunhuang desert in Gansu Province; forests in Northeast China; water circulation systems in Sichuan and Yunnan provinces; agriculture in the Yellow and Huaihe river basins; the lakes of Dongting and Poyang; the atmosphere around Mount Waliguan in Qinghai Province; ecological systems in source regions of the Yangtze, Yellow and Lancang rivers; the economic belt around Beijing; economic development zones in the Yangtze and Pearl river deltas; Sichuan Basin; the land-ocean-atmosphere system around Bohai Sea; air-sea interaction in the South China Sea; and comprehensive oceanic observations.By observation and data processing, the network should provide data about temperatures, glaciers, frozen soil, accumulated snow, aerosoles, greenhouse gases, ozone, plant and soil."This data can help China predict natural disasters, strengthen forecasts of extreme weather events and be more adaptable when it comes to industrial projects," Zheng said.A National Climate Change Program was released in June, which pledged to cut greenhouse gas emissions, but with no specific goals.
