A Texas man is facing riot charges in Minnesota for allegedly firing a semiautomatic rifle into a Minneapolis police building during demonstrations following the death of George Floyd.A criminal complaint alleges Ivan Harrison Hunter, 26, is a member of the Boogaloo Bois, a group that espouses violent anti-government views, and that he drove to Minneapolis at the end of May with the intent of participating in a riot.U.S. Attorney Erica MacDonald announced Hunter faces charges of traveling across state lines to participate in a riot.Floyd, who was Black, died on Memorial Day after a white Minneapolis police officer pressed his knee on his neck for nearly eight minutes. The incident sparked protests against police racism and brutality across the country.Federal investigators have said he fired 13 rounds from a semiautomatic rifle into the Minneapolis Police Department's Third Precinct building while looters were inside. The building later burned. They say they have video of the incident and Hunter was identified from a screen grab of that video.According to the complaint, Hunter made statements on social media describing what he did in Minneapolis.Police in Austin, Texas, stopped a pickup truck on June 3 in which Hunter was a passenger for multiple traffic violations. Hunter had six loaded magazines for a semiautomatic rifle in a tactical vest he was wearing. Officers also found multiple firearms in the truck.Several days after the stop, federal investigators learned of Hunter’s online affiliation with Boogaloo Bois member Steven Carrillo.Federal prosecutors have charged Carrillo in the death of a federal protective officer in Oakland, California, during a protest over Floyd’s death on the same night Hunter allegedly opened fire in Minneapolis.MacDonald said Hunter made his initial court appearance Thursday in San Antonio, Texas. A Pacific Beach woman was hospitalized after tripping over a dockless scooter left next to a traffic light on Garnet Avenue.The incident happened July 1, the day the city began enforcing scooter regulations. Ellie Fellers, who is in her 80s, was trying to cross Mission Boulevard at Garnet Avenue to mail a letter. She says she pressed the button to cross on the the traffic light, which was surrounded by unused scooters. Once she got the signal, she turned to cross but tripped over a scooter.Fellers says she suffered two concussions and a bleed above her adrenal gland. "Enough of this," Fellers told the City Council Tuesday. "The money you're making on those scooters can't possibly make up for the amount that it's costing you."The new city rules call for painted corrals that designate where scooter riders can leave the devices. However, they're currently only located in downtown. On Wednesday in Pacific Beach, there were scooters left along the sidewalks or toppled over in piles. "All of this is making it very difficult for pedestrians to get around town, and we've noticed that people who normally walk for exercise, like Ms. Fellers - they're saying we don't feel comfortable walking for exercise in our own community," said Scott Chipman, a 45-year Pacific Beach resident and a member of its community planning group.A spokeswoman for the mayor says 100 dockless scooter corrals will be added in Pacific Beach, and another 80 in Ocean Beach, by the end of the month.Meanwhile, Chipman and other residents are reporting that many of the scooters are not slowing to the geo-fenced limit of 8 miles per hour along the boardwalk.Annalisa Snow, who was riding a scooter along the boardwalk Wednesday, said she hasn't noticed any change."I haven't personally," she said. A nonprofit group dedicated to finding missing persons says they've found items that "brought a lot of interest" during their search for missing Fort Hood soldier Vanessa Guillen.Guillen, a private first class soldier assigned to the 3rd Cavalry Regiment, was reported missing on April 22. She was last seen in the parking lot of her Regimental Engineer Squadron Headquarters on Fort Hood at 11:30 a.m.The Army is currently investigating whether Guillen was sexually harassed prior to her disappearance. On Tuesday, Guillen's family met with officials from Fort Hood and the Texas Criminal Investigation Command (CID) who said that they suspect foul play in her disappearance.A number of organizations have joined efforts to find Guillen, including Texas EquuSearch — a local nonprofit dedicated to finding missing persons.Tim Miller says this is the fifth time he and Texas Equusearch have traveled to search the area for Guillen."Areas that we've searched, we've cleared," said Miller. "If she would have been there, we would have found her."The search-and-rescue team has searched several areas in and around a 25 mile stretch between Fort Hood and the Leon River, looking for anything that could lead to Guillen."I'm not going to say we found evidence in the Leon River. I'm not going to say that. I am going to say we found some things that are being tested," Miller said. "So whether they have anything to do with the case, I don't know. There's certainly some things that brought a lot of interest."Wednesday's search brought them to an undisclosed location in Bell County."I can't say why we're here," Miller said.
