Yvonne Staples, one of the four members of the famed gospel and R&B group the Staples Singers, died on Tuesday at the age of 80, a family spokesperson confirmed to NPR. A cause of death has not been announced. The Staples Singers had several No. 1 hits in the 1970s, including "I'll Take You There" and "Let's Do It Again." The group comprised of Yvonne Staples, and sisters Mavis and Cleotha and brother Pervis. The group was inducted into the Rock and Roll Hall of Fame in 1999. How the Program WorksThe Indiana Choice Scholarship Program provides state money to offset tuition costs at schools across Indiana. To qualify, students must live in Indiana and be ages 5-22. There are then eight different options, or "tracks" a student can qualified for, depending on various measurements. For example, there is a sibling track, meaning a student's brother or sister received a scholarship the previous year.A family's income level is also a factor when determining who gets the scholarship money. But the specific school is responsible for determining eligibility. The amount the student receives to attend the school is based on a state-created funding formula, but it could be as much as the school's tuition and fees.The money technically goes to each student's family, but it's tied to a specific school. If the student stops going to that school, they can't use the scholarship money at a different school. The schools participating in the program may not discriminate against a student based on race, color or national origin.Cathedral, Brebeuf Jesuit and RoncalliA few days before Cathedral's announcement, Brebeuf Jesuit Preparatory School was faced with the same option — fire its teacher in a same-sex marriage or lose its Catholic classification. Brebeuf Jesuit chose the latter."We really just tried to look at it in terms of our community," Brebeuf Jesuit principal Greg VanSlambrook said. "Our decision trying to do the right thing by our teacher and by our community."After the school's decision, it can no longer use the name "Catholic," and will no longer be identified or recognized as a Catholic institution.Both Cathedral and Brebeuf Jesuit are in the Indiana Choice Scholarship Program, meaning they get money from the state to accept the lower-income students.Over the last three school years, Cathedral has received ,457,077.31 in scholarship vouchers from the state, according to data provided by the Indiana Department of Education. Two Democratic Indianapolis state lawmakers, one in each chamber, tried during the last session. Rep. Dan Forestal and Sen. J.D. Ford have pushed to include language in state law that would prevent voucher money from going to schools that discriminate against a staff member based on their sexuality, gender identity, race and many other factors.In Ford's bill, schools in the program would have to annually submit copies of teachers' contracts or other documentation, to prove they're not discriminating. His bill died without getting a hearing. Ford said he was told it was a busy session and the bill didn't meet the priorities of the Committee on Education and Career Development."People are talking about it," Ford said. "My constituents are talking about it, which means I have to talk about it."Both lawmakers have a personal stake in what's happened with these Indianapolis schools. Forestal is a Roncalli alumnus and Ford is the first openly LGBTQ state lawmaker."I think I have a duty to speak up on behalf of the folks this is happening to," Ford said.He also introduced an amendment into the state budget, to essentially do the same as the bill would've. But the amendment was defeated. Ford also said schools that don't receive public money can do what they want, but things change when state funding gets involved."If you are going to do that, that's fine, I'm still going to have an issue with it," Ford said. "It just wouldn't be in my purview as a state legislator. Women senators from both parties — all 22 of them — called on Senate leadership to bring about legislation to update and strengthen the procedures available to survivors of all forms of sexual harassment and discrimination in congressional workplaces.The House of Representatives passed bipartisan legislation in February aimed at preventing sexual harassment and discrimination in congressional workplaces and helping the survivors of these acts seek justice.The full text of the Senators' letter reads:Dear Leader McConnell and Senator Schumer:We write to express our deep disappointment that the Senate has failed to enact meaningful reforms to the Congressional Accountability Act of 1995. We urge you to bring before the full Senate legislation that would update and strengthen the procedures available to survivors of sexual harassment and discrimination in congressional workplaces.Everyone deserves to work in an environment free from harassment and discrimination. In November, with your leadership, the Senate took an important first step in the effort to end harassment and discrimination in congressional workplaces with the passage of S. Res. 330, which requires anti-harassment and discrimination training for all Senators and staff at least once each Congress. While this training requirement was a significant step to address workplace harassment, there was broad, bipartisan agreement at that time that more had to be done to support survivors.Although the Congressional Accountability Act (CAA) implemented meaningful reforms when it became law in 1995, it continues to require survivors to endure an antiquated dispute resolution process, including a month-long counseling session, forced mediation and a 30-day “cooling off” period before a victim can make a decision whether to pursue justice in a courtroom or continue with administrative procedures. The time has come to rewrite the CAA to provide a more equitable process that supports survivors of harassment and discrimination.The Senate’s inaction stands in stark contrast to the bipartisan effort in the House of Representatives that led to the passage of bipartisan CAA reform legislation in February. The House bill includes a number of important provisions, such as eliminating waiting periods before a victim can take their case to court, increased transparency for awards and settlements, and a requirement that Members of the Senate and House pay for an award or settlement stemming from a case of sexual harassment or discrimination that they personally commit.When the Senate considers CAA reform legislation, we will also have the ability to address an inequity that now exists between House and Senate staff. The House of Representatives passed H. Res. 724 that provides House staff who are survivors of harassment or discrimination access to free legal representation. Senate staff who face similar harassment or discrimination must pay personally for legal representation or represent themselves through complicated legal proceedings. Therefore, the Senate must act quickly to provide Senate staff with the same resources as their House colleagues.Inaction is unacceptable when a survey shows that four out of 10 women congressional staffers believe that sexual harassment is a problem on Capitol Hill and one out of six women in the same survey responded that they have been the survivors of sexual harassment. Survivors who have bravely come forward to share their stories have brought to light just how widespread harassment and discrimination continue to be throughout Capitol Hill. No longer can we allow the perpetrators of these crimes to hide behind a 23-year-old law.
