BEIJING, June 3 (Xinhua) -- Revised regulations on internal management, discipline and formation regulation of the People's Liberation Army (PLA) are issued Thursday to further advance the army's development and modernization.Chinese President Hu Jintao, also Chairman of China's Central Military Commission, recently signed an order to promulgate and enforce the three regulations.Unlike the previous version, the revised regulation on internal management adopted provisions on psychological counselling to armymen and provisions on their use of mobile phones and the Internet.It also modified a wide range of provisions covering oath, dress and bearings, as well as confidentiality rules, security systems and financial management.The three revised regulations are to come into force from June 15 this year.

It is the gem of the east, the capital of the great al-Rasheed caliph and the city of thousand and one nights, therefore, it is qualified to look forward for better future and Shanghai is a great place to look at and learn."He recalled the tragedy Iraq suffered in the past years, but was confident for a bright future in the city he lives in."Yes, I say we are far behind especially by the devastation of the U.S.-led invasion in 2003, and my nation has little chance to rise nowadays, but you will see days are coming and we will rise but it needs time," Hameed said.Some local people believed the Expo is an opportunity for Iraqis to know what is happening in China.Maher Abbas, a 48-year old lawyer told Xinhua that Expo is a great chance for Iraqis to know the course of development in China which has made it a successful example."I see China as a great example, they have made spectacular successes in all areas of development. As a developing country, we need China to share us its experience," Abbas said."I also believe that the Shanghai World Expo is a great platform for communication among the world nations, that could open to the world perfect windows for mutual understanding," the man said, complaining that he has few media sources to know about the event as the political and security troubles of Iraq are prevailing the local media. But the concept of such exhibition excited him.

SHENYANG, May 23 (Xinhua) -- Chinese Vice Premier Hui Liangyu has encouraged local governments and farmers in northeast China to expand grain production to stabilize the nation's food supply.Hui made the call during an inspection tour to Liaoning Province, a major rice-producing province in northeast China, from Friday to Saturday.The grain planting situation this summer is challenging as persistent cold weather since last winter has ravaged major production zones in the north.Hui said northeast China is a key rice production area. With good quality, rice produced here has a great market demand. Hui encouraged farmers to plant more rice and expand production capacity.According to the Ministry of Agriculture, northeast China's grain output accounted for about one fifth of the country's total food yield last year.Grain output reached 530.8 million tonnes in 2009, the sixth consecutive year of growth in grain yield.

XIANGNING, Shanxi, April 8 (Xinhua) -- The death toll at the flooded Wangjialing Coal Mine in north China's Shanxi Province had risen to 20 as of 8:20 p.m. Thursday while 18 miners are still unaccounted for, rescue authorities said.Three more bodies were recovered late Thursday after five were found earlier in the day.As of late Thursday, about 240,000 cubic meters of water had been pumped out, much more than the presumed 130,000 cubic meters, said Liu Dezheng, spokesman of the rescue operation, late Thursday.Seven of nine working sections had been ruled out for the existence of survivors and the targeted areas were narrowed to two sections, he said.Rescue operations were resumed after a short suspension because suspected leakage from an adjacent abandoned mine prompted flooding fears and an evacuation of the rescuers.Hundreds of rescuers evacuated when the shaft ceiling began to leak Thursday morning, said Liu Dezheng.The leakage had stopped by Thursday afternoon.Some survivors telephoned their family Thursday morning, and the family members would been organized to visit them, said Hong Yu, deputy manager of China National Coal Group Corp., who owns the flooded mine.All victims would be compensated, Hong added.A total of 261 miners were working below ground when the mine flooded on March 28. Some 108 miners escaped unharmed while 153 were trapped underground.On Monday, 115 miners were brought out of the mine alive after being trapped for more than a week.

BEIJING, April 10 (Xinhua) -- President Hu Jintao on Saturday sent condolences to Polish parliamentary speaker Bronislaw Komorowski, who became acting president by law, over the death of Polish President Lech Kaczysnki in a plane crash.Hu said in the message that he was shocked and grieved to learn of the death of Kaczysnki and his Polish state delegation in a plane crash in the Russian city of Smolensk."On behalf of the Chinese people and in my own name, I express my deep condolences to President Kaczysnki and all other victims, as well as sincere sympathies to their families and the Polish people," Hu said.Premier Wen Jiabao and Foreign Minister Yang Jiechi also sent their condolences to Polish Prime Minister Donald Tusk and Foreign Minister Radoslaw Sikorski over the plane crash.A chartered plane carrying Kaczynski crashed in thick fog near the Smolensk airport in western Russia on Saturday, killing all 96 people on board the aircraft.
