SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice. SAN DIEGO (KGTV) - San Diego firefighters Thursday are attempting to rescue a window washer stuck in a harness outside the fourth floor of an apartment complex in University City.The rescue started about 2:30 p.m. on Palmilla Dr. at Regents Rd. at the La Regencia Apartments.UPDATE: Firefighters lowered the window washer to the ground. SAN DIEGO (KGTV) - San Diego City Council leaders Tuesday voted to approve a plan to fund three temporary housing shelters for the city's homeless.Council leaders voted 8-1 to approve the plan. Councilman David Alvarez was the only "no" vote.The largest shelter at 16th and Newton is scheduled to open by Dec. 1. SAN DIEGO (KGTV) — Residents may be seeing Uber delivery drones in San Diego's skies as soon as this year.Uber Elevate, Uber's drone and air transportation leg, announced this week during the Forbes’ 30 under 30 Summit that the company will begin testing Uber Eats delivery drones in summer 2020. The company added, though, that delivery service using partner drone operators could come in the coming months.A rendering of the Uber Eats drone shows six-rotors will allow the drone to take off and land vertically, with the ability to rotate to provide more lift and speed. The drone is designed to carry a meal for two people.Uber Elevate says the drone is designed to travel a total of 18 miles or 12 miles round-trip. The company says the drone is equipped to cruise below 400 feet and comply with existing regulations to operate the aircraft.The company estimates the drone can perform a delivery in eight minutes, including time to load and unload.The company says the design has passed the design review phase and is expected to fly before the end of the year. 1073
