The National Hurricane Center has issued a hurricane watch for sections of the Gulf Coast as Louisiana and Texas prepares for a second tropical system this week.Tropical Storm Laura, which had top winds of 65 MPH as of 11 p.m. ET Monday, is expected to turn into the Gulf of Mexico and strengthen into a hurricane. The potential hurricane is expected to hit either the Texas or Louisiana coast late Wednesday.A hurricane watch is in effect from Port Bolivar, Texas, to west of Morgan City, Louisiana. A tropical storm watch is in effect from south of Port Bolivar, Texas, to San Luis Pass, Texas, and from Morgan City, Louisiana to the Mouth of the Mississippi River.As of Monday morning, Laura was dumping heavy rain on both Cuba and Jamaica. According to the National Hurricane Center, the storms could cause mudslides and urban flash floods on the islands.Laura has already caused the deaths of at least 11 people in the Dominican Republic and Haiti, while knocking out power and causing flooding Sunday.Meanwhile, Tropical Depression Marco, made landfall along the Louisiana coast Monday evening, according to the National Hurricane Center, as a minimal tropical storm. It weakened from hurricane all the way to a depression on Monday. All tropical storm warnings have been dropped in associated with Marco.Marco was recording maximum sustained winds of 35 mph as of late Monday evening. Marco was a hurricane most of Sunday, but the National Hurricane Center says its maximum sustained winds decreased after nightfall. 1532

The House recently passed a massive infrastructure and transportation bill, with .5 trillion in projects over the next five years. Included in the bill is the Hot Cars Act, which never passed in 2019. It would require all new cars to come with technology that can detect when a child is left in the backseat when the vehicle isn’t running.So far in 2020, at least seven children have died after being left in hot vehicles. On average, 39 children under the age of 15 die each year from heatstroke after being left in a vehicle, according to the National Safety Council.Wednesday also marks 12 years since Miles Harrison made that fatal mistake with his newly adopted son, Chase.“I was the guy, that was the same guy, that made fun of me. I was that guy. It could never happen to me. I’m too smart. I’m successful. My wife and I worked out a system. It’s one of the first times I’ve done it. And so, on this particular day, I was supposed to drop Chase off at day care and then go into the office,” said Harrison.Except, Harrison never got off at the exit for the day care. Instead, he went to work as usual, parked his SUV, worked all day, went to lunch and then at 5 p.m., a colleague came to him with a strange question.“They said, ‘hey do you have a doll in your car?’ And I go, ‘a doll?’ And then a sinking feeling. I run out to my SUV and I grab him out of his car seat and I’m screaming, ‘oh God no! Oh God no! Not Chase! Oh God.’”Harrison's 21-month-old Chase died of a heat stroke in his car seat.Eventually, Harrison was questioned by police.“I just said, ‘I killed my son.’ I just said, ‘I did and I didn't remember.’”He was charged with involuntary manslaughter, went to trial and was found not guilty. But Harrison says it didn't matter.“There were several times that I thought about taking my own life,” he said. “I just couldn't take it and I was so angry with myself and ashamed of what I had done.”The situation brought international consequences. Harrison and his wife had adopted Chase from a Russian orphanage. After his death and in retaliation for other political issues, Russia passed a law in Chase's Russian name banning U.S. citizens from adopting.Harrison’s story lead to an award-winning article called "Fatal Distraction" and a documentary "To the Moon and Back."Harrison and his wife channeled their pain into advocacy, pushing for the "Hot Cars Act." it would require all new vehicles to come with an alarm system that goes off if someone was in the backseat when the engine is turned off.The requirement is now part of the new transportation bill just passed by the House, but the Senate doesn't appear ready to pass it, leaving Harrison to continue on his crusade.“Children are dying in hot cars and it can be easily stopped. The Pennsylvania Supreme Court released new congressional district lines Monday, replacing the old Republican-drawn maps in time for the state's May primary.House Republican and Democratic operatives said Monday afternoon they are still analyzing the partisan makeup of the new districts.But in a swing state where Republicans hold 13 House seats to Democrats' five, the balance appears all but certain to tip in Democrats' direction.The biggest changes come in the Philadelphia suburbs, where three Republican-held seats -- Reps. Ryan Costello, Brian Fitzpatrick and the retiring Pat Meehan -- were already Democratic targets.The new maps appear more compact and suburban than the existing district boundaries and an alternative that state legislative Republicans had submitted -- and one of those districts is now made up of just Montgomery County, a Democratic stronghold that the GOP had proposed dividing heavily.Republicans in the Pennsylvania legislature have said they intend to challenge the new maps in federal court. The Macy's at Herald Square boarded up its windows in anticipation of protests from the result of the presidential election. PIX11 News cameras saw workers boarding up along the famous storefront Friday evening.A spokesperson for Macy’s told PIX11 News on Saturday the windows were initially scheduled to be covered up next week."Our windows at Macy’s Herald Square were previously scheduled to be dark next week in set-up for our annual holiday displays. Out of an abundance of caution, we are implementing additional security measures at several of our stores,” the spokesperson said.A variety of Fifth Avenue stores also were boarded up on Friday afternoon, some as early as 9 a.m. Many Manhattan stores, including Macy's at Herald Square, were looted in the unrest following protests against the police custody death of George Floyd in Minneapolis.PIX11 News' James Ford also contributed to this story. 915
