SAN DIEGO (CNS) - Parole was granted Wednesday for the man who killed a 20-year-old college student and pizza deliveryman in 1995 when he was a 14-year-old gang member.Tony Hicks, now 37, was the first youth in California to be tried as an adult under a law adopted in 1995 that allowed juveniles as young as 14 to be tried as adults for murder. He pleaded guilty to first-degree murder in the death of Tariq Khamisa and was sentenced to 25 years to life in prison. He has served 23 years behind bars.Wednesday's decision, made by the state parole board, now goes to the governor's office for possible approval.Gov. Jerry Brown recently signed Senate Bill 1391, which eliminates the ability to try a defendant under the age of 16 as an adult for any violent crime. Those convicted under the new law will be held in locked juvenile facilities instead of adult prisons."If this law (SB 1391) had been in effect in 1995, Tony (Hicks) would have been prosecuted in Juvenile Court and paroled many years ago,'' said Azim Khamisa, the victim's father. ``The other two individuals involved in the crime were sentenced in Juvenile Court. Tony made a mistake. He has atoned for it in many ways. He has paid his debt to society. It is time for him to be it in many ways. He has paid his debt to society. District Attorney Summer Stephan has the option of taking a position at the hearing, which she is scheduled to attend, along with Deputy District Attorney Richard Sachs, Sierra said.In the wake of his son's murder, Azim Khamisa reached out to Hicks' grandfather in the spirit of forgiveness and founded the Tariq Khamisa Foundation, which ``is dedicated to teaching and inspiring forgiveness, hope and peace in youth and setting them on a path towards opportunity,'' according to the San Diego nonprofit's mission statement.``We plan to bring Tony on to the staff at TKF where he can share his powerful message about the consequences of violence and the benefits of restorative justice with thousands of youth,'' Tasreen Khamisa said. ``The bottom line is that our kids need Tony. SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. Gavin Newsom proclaimed a state of emergency over the pandemic.Fletcher said the resolution "is a prudent step to protect folks in a period of economic distress."The supervisors voted remotely, abiding by the social distancing guidelines established by health officials to prevent further spread of the virus. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. The agency is working with San Diego Unified School District officials to notify those who were potentially exposed and provide TB testing.Patrick Henry High School is currently participating in social distancing protocols and onsite TB screening will not be available at the school. Identified students who may have been exposed to TB can get tested with their primary care provider. Students who do not have a medical provider may contact agency staff to arrange for free testing by appointment only.Identified staff will be provided testing by the San Diego Unified School District.Tuberculosis is transmitted from person to person through indoor air during prolonged contact with an infectious person. Most people who are exposed do not become infected.``Testing is recommended for everyone who was determined to have been exposed to make sure they are not infected, since initial infection typically has no symptoms,'' said Dr. Wilma Wooten, county public health officer. ``Early diagnosis is important so that people can get treatment and prevent them from developing the infectious form of the disease.''Symptoms of infectious tuberculosis include persistent cough, fever, night sweats and unexplained weight loss. SAN DIEGO (CNS) - SeaWorld San Diego announced Friday that it reached a milestone in the construction of its ``dive'' roller coaster by installing the ride's highest section of track 153 feet above ground. The ``topping-out'' ceremony included a crane placing an American flag at the ride's highest section. The ride, slated to open next summer, is being built adjacent to the Journey to Atlantis attraction, on what had previously been a parking lot. Construction on the ride, advertised as the tallest, fastest and longest such coaster in the state, began in August. The park originally announced the ride in January with the name ``Mako'' after the endangered shark species, which is considered the fastest shark in the world. Park officials announced its new name, Emperor, last month, saying it would reflect the ability of emperor penguins to dive to depths of 1,800 feet in the waters of their native Antarctica. After the 153-foot climb, Emperor will plunge back down 143 feet while reaching speeds of more than 60 mph, according to SeaWorld. The ride will include nearly 2,500 feet of track, ``floorless'' cars that will hold 18 riders in three six-person rows and penguin conservation and awareness elements through a partnership with Penguins International. The ride is being built by Swiss roller coaster manufacturer Bolliger & Mabillard Consulting Engineers. SAN DIEGO (CNS) - Poll watchers will be permitted to observe election activities at polling stations countywide on Nov. 3, though COVID-19 related restrictions will limit the number of people allowed inside polling places.Social distancing requirements mean only about one to two observers might be rotated in and out of the polling places at any given time this year, Assistant Registrar of Voters Cynthia Paes said Thursday.The number of polling places in San Diego County has been reduced from 1,548 in March to 235 larger polling places that will be open for four days and are each expected to be staffed by about 15 county employees, Paes said.The role of poll watchers has garnered increased attention as part of the national discussion on voter fraud and voter intimidation sparked most recently by President Donald Trump's call at Tuesday's presidential debate for his supporters to monitor polling places on Election Day.Trump, who has frequently raised the specter of voter fraud and publicly expressed doubts over the security of mail-in voting, urged supporters Tuesday to "go into the polls and watch very carefully because that's what has to happen."Tony Krvaric, chair of the San Diego County Republican Party, said recruiting poll watchers is a typical practice, intended to ensure votes are cast and note any irregularities in the voting process."We always recruit for poll watchers and have done so for as long as I can remember," Krvaric told City News Service."Poll watchers help make sure Republicans who haven't voted are contacted and reminded to do so and keep an eye out for any irregularities.
