SAN DIEGO (KGTV) - Small hands eagerly grabbing candy aren't always paired with young minds showing good judgment. That was certainly the case in San Diego County on Halloween night, when surveillance video captured trick-or-treaters behaving badly.“Frustrating and really disappointing,” said Eastlake resident K.C. Helman.Helman returned home from trick-or-treating with his kids Thursday night to find his candy bowl gone.Video showed two costumed kids walking up to the bowl. One of them grabbed it and they both ran away.It wasn’t the only trick on Halloween night. 10News gathered a collection of videos posted by residents victimized by some frightful behavior.The candy thieves are a far cry from the generous South Bay boy who was caught on camera in 2017 pouring his own candy into an empty bowl so other children wouldn't be disappointed.Lawrence Malot, then 15, explained what motivated him to share his candy.He's not the only good example in San Diego. SAN DIEGO (KGTV) -- SeaWorld’s rescue team is in full swing, rescuing more than 150 animals and birds so far this year. More than 80 marine mammals and over 75 birds have so far been rescued in 2019, with the goal of rehabilitating and returning them to their homes, SeaWorld says. On April 2, the team rescued a 10-month-old sea lion pup with a two-inch cut on its flipper from a coastal rock in Ocean Beach. After being treated, the team hopes to return him to the wild in six to eight weeks. Wednesday, the team also returned 13 rehabilitated sea lions to the ocean. SeaWorld San Diego has rescued more than 20,000 animals over the last 55 years, according to a news release. 687

  

SAN DIEGO (KGTV) — Sandy Sim came all the way from Fallbrook just to find out that she was locked out of 101 Ash Street. She was one of multiple people who came to the downtown building thinking the skyscraper was open for city business. Instead, it was shuttered Wednesday after the county found traces of asbestos on one the 17th floor. "I think the building should be removed, should be brought down, and just put up another building. It will probably be cheaper too," said Ignacio Alcaraz, a Spring Valley resident who had just left City Hall. The city inked the deal for the former Sempra Headquarters in 2017 with the plan of moving 1,100 employees into it to save on rent. But the building has remained vacant for all but about a month since then, after the city discovered numerous problems and needed repairs. City workers finally moved in about a month ago, but vacated last weekend after the county served the city with a violation for the asbestos."I think it's taken a horrible toll," said Councilwoman Barbara Bry, who took office after the deal was signed. "I was downtown over the weekend and noticed workers literally wheeling boxes and files and chairs out of 101 Ash."The city insists the building is safe, conducting 235 air quality tests in the last few months, and that it closed the building in an abundance of caution. Bry is now calling for an audit into how the city could do a deal like this. She said she cannot understand why the city would take possession of a property that old "as is.""That is stupid to do when you are doing a long-term lease purchase on a building that was built in the 1960s," Bry said. Bry has forwarded her request to the city's auditor. Meanwhile, the Mayor's office has authorized the city to hire an outside consultant to determine how this deal came to be. 2005

  

SAN DIEGO (KGTV) - Scientists at the Hubbs-SeaWorld Research Institute are working to replenish the California Halibut population.In October, they released 2,300 juvenile halibut into Mission Bay. Those fish were bred, born and raised at the institute. They hope it's just the start of a robust replenishment program."The species is pretty heavily depleted and for that reason, they're a good candidate to help boost the species," says Mark Drawbridge, the Institute's Director of the Sustainable Seafood Program.Recent surveys show the California Halibut is down to 14 percent of what its population should be. The most severe drop has come in Southern California.Hubbs hopes it can replicate the success it had with the White Seabass. It has released nearly 2.5 million seabass into the wild in the last 35 years."A lot of the process is transferable from one species to another," says Drawbridge.The Dick Laub Fisheries Replenishment Program oversees every step of the process, from breeding to release. Drawbridge says they've seen success in every phase so far."Our survival rates from egg to juvenile stage are typically 20 percent or higher," he says. "Compare that to the wild, where it would be a fraction of a percent. That's more than adequate to produce tens of thousands of fish."The next step is seeing how the halibut survive in the wild. The Institute put stainless steel trackers in each fish and will monitor them over the next few years.The program is funded through private donations, many of which come from fisherman who need a healthy halibut population to make a living. 1602
