OCEANSIDE, Calif. (KGTV) - Loved ones are mourning the COVID-related death of an Oceanside grandfather who worked security on the Sprinter train.Matthys Kemp, 67, first became sick around mid-September."A cough and fever. Just thought he was coming down with a bug," said daughter Rinali HillNot long after, his symptoms got worse. Hill says on September 20th, he ended up in the ER."They admitted him. He had double pneumonia and COVID," said Hill.After two weeks on oxygen, Kemp was placed on a ventilator and sedated. He developed a blood clot in his leg and kidney issues.On November 1, Kemp, a father of two and grandfather of three, passed away."Just glad he's not in pain anymore," said a tearful Hill.Hill says her father was kind, generous and well-liked."He definitely had a huge smile and huge heart for everybody," said Hill.Hill says Kemp worked with the North County Transit District for the past decade, including the last five years for the contractor that provides security on the Sprinter train."He loved his job. Felt like he had a purpose, showing up every day in his vest. Felt like it was his Superman cape. Took pride in getting people to their destinations," said Hill.Hill isn't sure where her father contracted the virus, but says he was diligent about wearing a mask at work.His long-held wish, known to his family for years, was to have his body donated to science. Hill says when she reached out to local research facilities, they say it wouldn't be possible because of his COVID-19 diagnosis."That’s what he wanted and unfortunately we couldn’t do that for him," said Hill.Hill is now sharing her father's story, urging others to take precautions."Please wear a mask ... This virus can leave behind a family that can’t say goodbye in person, couldn't get hold their hand. Officers rescued a couple in Connecticut early Wednesday morning who were caught in a flood after a woman yelled to her iPhone “CALL 911” to summon police.According to the Guilford Police Department, the couple was crabbing when the husband fell into the water and was trapped in the entrance of the sluice pipe that runs under the roadway. The woman was holding onto her husband, fearing if she let go, he would get sucked in.Two officers from Guilford Police arrived, and said they retrieved a rope to assist the woman in saving her husband.“One of the key reasons officers were able to locate the victim so quickly was because his wife had SIRI activated on her iPhone," the Guilford Police Department said. “Her phone was a significant distance away from where she was trying to save her husband and she could not let go of him. She shouted to SIRI to "call 911" and the phone immediately dialed and made contact with 911 fire dispatchers.”The phone’s GPS technology gave officers the location, allowing for a swift rescue.Amazingly, no one was injured from Wednesday’s incident. 1091

All the passengers inside are seniors, and the bus takes them to a marijuana dispensary.Arthur Greenspan is a first-time rider, and he’s taking the trip to the dispensary in hopes to buy cannabis that will help get him off pain pills.Sandy Sopher, however, is a frequent rider to the dispensary.“I have tried smoking the bud; I’ve got vaporizer, edibles,” Sopher says. “Need to realize we're not a bunch of crazy people. You want a little lift. (KGTV) -- A hotel approved for Oceanside Boulevard is frustrating many residents.City leaders who supported the 99-room Fairfield Inn & Suite say concerns brought up about the location were addressed by staff.They also told 10News that, once complete, the hotel will bring in more than 0,000 tax dollars per year.Regardless, residents who live in the area say the site selected will create traffic problems. Beyond that - it will mean that their neighborhood will get noisy. "This location is difficult to get in and out of," one resident said. (AP) — Officials at the nation's tallest dam unleashed water down a rebuilt spillway Tuesday for the first time since it crumbled two years ago and drove hundreds of thousands of California residents from their homes over fears of catastrophic flooding.Water flowed down the spillway and into the Feather River as storms this week and melting snowpack are expected to swell the lake behind Oroville Dam in the foothills of the Sierra Nevada, said Molly White, principal engineer with the California Department of Water Resources.The spring storms follow a very wet winter that coated the mountains with thick snowpack, which state experts will coincidentally measure Tuesday to determine the outlook for California's water supplies. Heavy winter rain and snow has left the state drought-free for the first time since December 2011, experts say.The dam's main spillway "was designed and constructed using 21st century engineering practices and under the oversight and guidance from state and federal regulators and independent experts," Joel Ledesma, deputy director of the department's State Water Project, said in a statement."We spent the last two years restoring full functionality of the spillway. We expect it to run as designed," Ledesma said during a news conference.The original spillway on the 770-foot-high (235-meter) dam, which is 150 miles (241 kilometers) northeast of San Francisco, was built in the 1960s.In early 2017, storms drenched the state and the massive spillway broke apart as it carried heavy flows.Dam operators reduced the flow and allowed water to run down an emergency spillway — essentially a low area on the reservoir's rim — but the flow began eroding the earthen embankment that had never been used. Authorities suddenly had to order an evacuation of nearly 200,000 people living in communities downstream.The threat of a dam collapse that would unleash a torrent of water did not happen, however, and people were allowed to go home days later.In January 2018, an independent panel of dam safety experts released a nearly 600-page report that blamed the crisis on "long-term and systemic failures" by California dam managers and regulators to recognize inherent construction and design flaws in the dam.Repairs have cost .1 billion. California requested about 9 million from the Federal Emergency Management Agency for the fixes, but the federal government has rejected 6 million of those reimbursements. U.S. officials say the dam's upper gated spillway was damaged prior to the heavy rain two years ago.Local water agencies are already paying some of the repair costs, and they would cover anything not paid by the federal government. 2703
