ENCINITAS (CNS) - The Rancho Coastal Humane Society will take in 23 puppies, adolescent, and adult dogs from the Mexican state of Sonora this morning -- the latest in a series of lifesaving transports from Rescue Fenix in Obregon, working hand-in-paw with the humane society and Greater Good Charities."These dogs were rescued from the streets and taken to the Rescue Fenix shelter," said John Van Zante, RCHS spokesman. "They live in outdoor colony kennels. The puppies and smaller dogs compete for food with every other dog. Many of them would not survive if they were not taken in by Rescue Fenix then transferred out of there."The dogs began their 17-hour ride to Tijuana early Friday morning. They crossed the border early Saturday morning and then got some rest at the home of a Rescue Fenix volunteer in Escondido.The dogs are scheduled to be transferred to RCHS in Encinitas on Saturday morning. Rescue Fenix volunteer Georgina Parsa, who lives in Escondido, will complete the transfer."Our Medical team will perform examinations before the dogs are settled into their new kennels with food, water, and their first soft bedding," said Judi Sanzo, RCHS president. "Some of them will go into foster care with trained RCHS volunteers. In the coming days the dogs will receive more extensive exams, vaccinations, medical treatment including spay or neuter, and each dog will be micro chipped before becoming available for adoption."Sanzo said the relationship between Rancho Coastal Humane Society and Rescue Fenix is new, but it's already proven successful."From the first transfer, we were told that the dogs and puppies who arrived here would not have survived if we had not taken them. Even the White House can't explain President Donald Trump's tweets suggesting California environmental laws have worsened wildfires raging in that state.On Tuesday, administration officials declined to offer any clarity on Trump's series of tweets claiming environmental laws and water regulations in California are hampering the state's ability to fight the wildfires. Wildfire experts and local officials say the President's claims simply don't hold up.Instead, some White House officials admitted to being slightly perplexed at where Trump may have gotten the notion that California's long-running water crisis and a debate over how to divide limited supplies are somehow related to the out of control fires.While Trump's tweets can sometimes be linked to segments on Fox News, there have been no correlating segments linking the two issues in recent days on the channel that frequently serves as presidential inspiration. White House officials also couldn't say whether Trump had discussed the issue with California lawmakers involved in the water debate.What Trump saidTrump launched his unfounded suggestions in a tweet on Sunday claiming: "California wildfires are being magnified & made so much worse by the bad environmental laws which aren't allowing massive amount of readily available water to be properly utilized."He then claimed that the water is "being diverted into the Pacific Ocean."He reiterated those claims on Monday, calling on Democratic California Gov. Jerry Brown to "allow the Free Flow of the vast amounts of water coming from the North and foolishly being diverted into the Pacific Ocean. Can be used for fires, farming and everything else."Trump's claims are false, according to California officials and wildfire experts.What officials and experts have saidLocal officials have made clear they have not had any difficulty accessing enough water to fight the fires. A FEMA official also told CNN there is no water shortage or problem with access to water hindering firefighting efforts in California.Interior Department spokeswoman Heather Swift declined to comment on Trump's tweets: "We don't weigh in on the President's tweets. We let those statements speak for themselves."As for water "being diverted into the Pacific Ocean," while there is a debate raging in California about how much water should be diverted to coastal communities versus farmers in the central part of the state, water is not being intentionally flushed into the ocean."I was stunned when I read this this morning," Henri Grissino-Mayer, a climatologist and biogeographer at the University of Tennessee, told CNN in an email. "California does NOT divert water to the ocean. Ridiculous."Grissino-Mayer noted that water "is diverted to the coastal cities for a constant water supply but all such water is used by the coastal communities."What's the context?Trump's tweet comes after California water officials ignited a debate this summer by proposing a plan to limit the amount of water that can be drawn from the San Joaquin River for use in cities and farmlands.The proposal has pitted farmers against fisheries and environmentalists, but Trump's attempt to connect the debate to wildfires doesn't pass muster.Instead of environmental laws and water regulations, local officials and experts have said scorching heat and dry conditions have led to several of the worst wildfires California has ever seen.Experts say those conditions are being driven by climate change, which Trump has previously dismissed as a hoax.The-CNN-Wire 3544

  

EPA Administrator Scott Pruitt's 24-hour security in Washington extends to at least some of his personal trips, according to a letter Democratic Sen. Sheldon Whitehouse sent to the department's inspector general and shared with CNN.The letter, written based on information that Whitehouse says he confidentially obtained from an unnamed source, raises new questions about the cost of Pruitt's unprecedented EPA-funded security, and alleges that Pruitt has used his security detail while on non-official business, including trips home to Tulsa, Oklahoma, a family vacation to Disneyland and the Rose Bowl game.Whitehouse, D-Rhode Island, says the new details should be added to the inspector general's ongoing investigation into Pruitt's travel expenses and use of a 24/7 security detail. The documents, he wrote, raise concern "significant agency resources are being devoted to administrator Pruitt's 'round-the-clock security, even when he is traveling on non-official business."Whitehouse adds, "While I consider matters of personal security to be extremely serious, personal security should never be used as a pretext to obtain special treatment."The letter alleges that six weekly schedules and other explanatory documents that were provided to him show that Pruitt used between two and three dozen different agents during a six-week period.Asked about the letter, the EPA told CNN that "Administrator Pruitt follows the same security protocol whether he's in his personal or official capacity," but declined to further elaborate on those protocols.The EPA has said that Pruitt has faced unprecedented threats, including direct threats on his life, leading to equally unprecedented security measures.CNN reached out to the EPA's Office of Inspector General, which did not comment on the case.Pruitt has been under increased scrutiny for citing security as the reason he flew first class on the government's tab, racking up nearly 0,000 in travel costs. On one trip to Italy, from June 5-12 of last year, his security detail alone amounted to more than ,000.Several Trump Cabinet members have faced criticism for their travels. Interior Secretary Ryan Zinke has several open investigations into his use of private aircraft and attendance at political events. In addition to the family trips to Disneyland and the Rose Bowl game, the letter also alleges the security officials accompanied Pruitt on a trip to a December 29 University of Kentucky basketball game in Lexington.Whitehouse's letter also states that "more than one source" says Pruitt "frequently requested per diem lodging expenses in excess of the federal government's established daily rate."Pruitt's travel and security costs have gotten the attention of the EPA's inspector general and his fellow Republicans, including House Oversight Committee Chairman Trey Gowdy, who recently made Pruitt turn over all of his travel records for his first year.In a letter to Gowdy, Pruitt said his security team required him to be near the front of the plane for a quick exit in the case of an emergency. However, Pruitt did not turn over the waivers that are necessary to fly in an upgraded cabin.Whitehouse's letter asks the inspector general to see if Pruitt flies first class on non-official trips, and if so, whether the EPA pays for the security detail's flights, accommodations and per diems.Pruitt told CBS News recently: "There's a change coming" in the way he travels, "including flying coach," and in the way his staff will accommodate security threats.In October, CNN reported the EPA was beefing up Pruitt's 24/7 security, hiring a dozen more agents. At the time CNN calculated salaries alone for the full team would cost at least million per year, according to figures compiled from public documents. Those numbers do not include costs such as training, equipment, and travel.CNN also reported that some agents were pulled from other EPA jobs where they had been charged with investigating environmental crimes, and Whitehouse asks the inspector general to look at the impact of the shift in personnel.The-CNN-Wire 4496
