(KGTV) -- Several wildfires continue to rage across California amid dry and windy conditions. According to Cal Fire, the Kincade Fire in Northern California has so far burned 75,415 acres as of 3 p.m. Tuesday. The blaze also destroyed 124 buildings and left two people injured. So far, the Kincade Fire is 15 percent contained. In Southern California, the Getty Fire has scorched 656 acres and is also 15 percent contained as of 3 p.m. Tuesday. The Easy Fire in Simi Valley erupted Wednesday morning, and the blaze has burned at least 1,300 acres as of 10 a.m.RELATED: Check today's San Diego County forecastThe fires continue to burn as much of Southern California deals with windy and dry conditions. A 26-year-old tattoo artist was arrested on sexual abuse and assault charges after an incident involving an intoxicated teen last month.According to police documents, a 19-year-girl was offered a free thigh tattoo at the Dark Side Tattoo shop in Phoenix. Arturo Emmanuel Palafox and the victim were reportedly alone in the shop when he was giving the teen her tattoo on March 16, 2018. The pair reportedly left to get a bottle of Crown Royal and were both drinking during the incident. Police paperwork says Palafox engaged in unwanted sexual contact and intercourse with the intoxicated victim several times, photographed her and was seen on surveillance video stirring her drink when she left the room. The victim reportedly noticed a green powdery substance in her cup when she returned from a trip to the bathroom. A family member of the victim contacted ABC15 and said the victim could not remember portions of the incident, matching similar reports from police paperwork. Police say the victim contacted her sister during the incident and said she had been raped. Her sister showed up at the tattoo shop and was eventually able to take her from the scene. She alerted police that Palafox was leaving the shop and police were able to detain him during a traffic stop. Evidence collected included a small bag of green powder, a bottle of alcohol, unopened condoms and surveillance footage from the tattoo shop.Palafox was booked into jail on 15 counts of felony sex assault, six counts of felony sex abuse, one count of aggravated assault, two counts of unlawful recording and one count of kidnapping.  1669

  

(KGTV) -- The Department of Homeland Security is requesting US troops build temporary facilities to house up to 7,500 detained migrant adults, according to ABC News. The department would “loan and erect” the tents in support of ICE, the Pentagon told ABC. "DOD will not provide detention or custodial support for detained aliens at these ICE detention facilities," a spokesperson for the Pentagon said. "ICE is responsible for detention or custodial support."RELATED: TSA to deploy hundreds, including air marshals, to borderThe tents were requested at six locations along the border, but specific locations are unclear at this time. The announcement comes as the Pentagon shifted .5 billion to a counter-drug account that will be used to build roughly 80 miles of border wall, according to ABC. (KGTV) - The developer of the proposed Newland Sierra project is promising to prioritize 500 new homes to first responders, military, veterans and teachers. The commitment was enough to earn the controversial development the endorsement of San Diego Police Officers Association on Monday. It's the third major public safety organization to endorse the plan, which heads to voters countywide in March. CalFire Local 2881 and the San Diego County Deputy Sheriff's Association are already backing the project. "Projects like this that are building those middle-income houses, especially the ones that prioritize us, we're going to support them," said Jack Schaeffer, president of the Police Officers Association. Newland Sierra calls for 2,135 new homes in supply starved San Diego County. The County Board of Supervisors approved the project in September 2018, but a group of nearby residents and the Golden Door Spa nearby gathered enough signatures to send it to a countywide vote. RELATED: Voters could have final say over massive (and not so massive) backcountry developments"There could have been ways that things could have been worked out with Newland, but they basically wanted to build this entire new community the size of Del Mar without taking into account any of the surrounding residents," said Christopher Garrett, the attorney representing No on Newland Sierra. On Monday, Newland Sierra announced that it has made a commitment to first responders, military, veterans and teachers in writing. It recorded a covenant on its land deed that requires about 500 of its moderately priced homes to be prioritized for people in those roles. "It places a legally binding covenant on the property," said Devonna Almagro, a spokeswoman for the project. But Garrett called that an empty promise. He said it's only enforceable by the public and government if it's in the resolution that the county Board of Supervisors approved, which is heading to voters. "There's nothing in the ballot language that the Board of Supervisors approved a couple weeks that says the homes have to be restricted to affordable housing, nothing like that."Newland Sierra also recorded covenants requiring 1,300 homes be priced for middle-income earners, and another 210 reserved for low-income households. Mark Dillon, an attorney representing Newland Sierra, said the covenants are, in fact, legally binding."It’s a recorded document and it is now a restriction on the property," he said. "We can't just amend over it."The covenant will last for 10 years, as long as the project moves forward. 2778
