SAN DIEGO (CNS) - Two major projects at hotel sites in Mission Valley are scheduled to go before the San Diego City Council for possible approval today.The council members will consider a series of actions that would clear the way for the Legacy International Center, a long-planned religious conference center on the 18-acre site of the former Mission Valley Resort.The facility proposed by televangelist Morris Cerullo would encompass five buildings, including a new 127-room hotel and restaurant. It would also have a replica of Jerusalem's wailing wall and a domed theater featuring biblical films.Before the council are the project's environmental impact report and development permit, along with amendments to zoning plans.Opposition to the project could come from members of San Diego's LGBT community, who, in a Facebook event post, cite an alleged lack of transparency during the planning process, conflicts of interest and potential violations of the state open meeting law, among other things.Separately, the council will consider a major renovation project for the oldest hotel in Mission Valley. What followed were massive searches and an outpouring of support from the community. The investigation led to the arrest of the man who killed teenagers Chelsea King, 17, and Amber Dubois, 14. Carrie Cave's daughter Amber vanished in 2009 while walking to Escondido High. She planned to purchase a lamb that day and raise it as part of a school program. Her fate was revealed a year later after Poway High School senior Chelsea King went missing during a jog near Lake Hodges."I remember not being able to breathe. Your whole body is shaking," said Brent King, Chelsea's father.The evidence trail led to convicted sex offender John Gardner, who was ultimately convicted for a series of crimes, including the rape and murder of the two girls. Their bodies were recovered. After an emotional confrontation with Gardner in prison, Cave decided to forgive Gardner before he was sentenced."I got the answers about her last moments that I wanted ... I forgave him because I had another daughter to raise, and if I didn't, I wouldn't be able to live," said Cave.Cave started a search and rescue group. Her dog Amber discovered the remains of missing San Diego native and nursing student Michelle Le in the Bay Area in 2011."It was a lot to take in. I sat under a tree for two hours and cried," said Cave.That emotion is something the King family also knows well. The family channeled their grief and helped pass Chelsea's Law, a state law which enhanced sentences, parole terms and monitoring for violent sex offenders who commit crimes against children. To date, more than 2,500 offenders have been charged under Chelsea's Law."Because of Chelsea's Law, our children are safer, but that doesn't mean they're safe," said King.Besides advocating for laws, the King family's nonprofit Chelsea's Light Foundation has handed out over 0,000 in scholarships to local children. SAN DIEGO (KGTV) - A burglary at a shuttered salon in the College Area has dealt a 'punch to the gut' to an owner struggling to keep her business open.Just before 6 a.m. Sunday morning, video shows someone at the door of 'DO Beauty Boutique on El Cajon Boulevard. In the video, the door can be heard being pried open for several minutes, before the burglar lets himself in. Another intruder soon follows. With flashlights shining, they go shopping for more than 20 minutes before ripping down the surveillance camera."It's gut-wrenching. Just trying not to cry," said salon owner Tiffany Schaaff.Schaaff who opened the salon three years ago."They cleaned us out. Definitely a punch to the gut," said Schaaff.Shelves full of retail hair products are now empty. Also missing were tools of the trade, including flat irons, blow dryers, and scissors. The thieves even took drawers to carry out their haul.The total loss, including damage to the front door, is now at ,000 and climbing. Schaaff has insurance, but even the deductible is a hardship."Very trying. Definitely a month-to-month situation as to whether we are going to continue," said Schaaff.The salon is in its third shutdown of the pandemic. Jacob "Jake" Portier faces an Article 32 hearing on suspicion of covering up a string of war crimes allegedly committed by Special Operations Chief Edward "Eddie" Gallagher.The Naval Criminal Investigative Service probe involves the death of a wounded Islamic State fighter near Mosul, Iraq in May 2017, the Navy Times reported.Prosecutors allege Gallagher stabbed and killed the wounded man, posed for a photograph next to the body and opted to complete his re-enlistment ceremony next to the corpse, bringing "discredit upon the armed forces."Gallagher is also accused of shooting two non-combatants in separate incidents near Mosul, the Navy Times reported.An MCAS Miramar spokesman could not immediately be reached for comment.Gallagher was arrested on Sept. 11 and is being detained at the Naval Consolidated Brig Miramar at the Marine Corps Air Station Miramar, under Rules for Court-Martial 305, the Navy Times reported.Portier, who is accused of dereliction of duty, was not present at the time of the alleged killing, the Navy Times reported.
