BEIJING, July 8 (Xinhua) -- Ten years after it unveiled a strategy to promote growth in its western area, China announced a plan to continue the initiative, even as the world's third largest economy strives to shift to a more domestic-driven growth."The plan will not only benefit the western region, but is also crucial to the sound and fast development of the whole nation," Du Ying, deputy director of the National Development and Reform Commission (NDRC), the country's top economic planner, said at a Thursday press conference."Under the new plan, the central government will focus on boosting economic growth, raising people's living standards and enhancing environmental conservation in the western region during the next ten years," Du said.The central government will also enhance support for development in the region by lowering tax rates and prices for industrial lands, he added.The NDRC, along with other departments, will compile a catalogue of industries in the western region covered by the government's favorable policies. Companies in these industries will enjoy a favorable corporate income tax rate of 15 percent, compared to the regular rate of 25 percent.The move to further develop the west came as the government took steps such as subsidizing auto and home appliance buyers, to boost domestic demand and lessen reliance on exports.Challenges for China's future development lay in "whether we can continue to boost domestic demand and make it a foundation for overall sustainable growth and whether we can remove constraints on resources and environment," Du said.Turning to this vast region and market was a strategic move, which would help China bolster domestic demand and accelerate transformation of the economic growth pattern, Vice Premier Li Keqiang had said.The vast, resource-rich western region has great potential to help enhance domestic demand as the regional population accounts for 27.5 percent of the country's total, while consumption only takes 18.4 percent of national retail sales, Du said.Early this week, NDRC said it will unveil 23 new infrastructure projects in the western region this year, with a total investment of 682.2 billion yuan (100.62 billion U.S. dollars). The money will be utilized in building railways, roads, airports, coal mines and hydro-power stations.More investments in these new projects than in those started in 2009 reflected the government's intention to push the growth further into the poorer inland region, UBS Securities economist Wang Tao said in an emailed note to clients.China initiated a western region development strategy in 2000 in an effort to help this less-developed area catch up with the relatively well-off coastal area. The strategy covers infrastructure construction, attracting foreign investment and increased efforts in ecological protection.The western region involves six provinces, five autonomous regions and Chongqing municipality, accounting for more than 70 percent of the Chinese mainland's area and habitat of 75 percent of the country's ethnic minority population.Due to this strategy, the combined gross domestic product of the western region reached 6.69 trillion yuan in 2009, four times more than the 1.67 trillion yuan in 2000.

I am very glad to see that," Niwa told Chinese press in Tokyo.Upon his assignment to China, the Japanese ambassador said China and Japan, as close neighbors, should deal with each other for the upcoming 1,000 or 2,000 years rather than 10 or 20 years. In the long run, both countries share a lot of common interests, and a stable, friendly relationship is the ultimate goal.The former president of Itochu Corp. said that he aimed to boost communication, strengthen economic cooperation, and build on the mutual trust between the leaders of the two countries.Niwa also said in the age of multipolarization, no one can conduct diplomacy with knowledge of China alone. So the relations with South Korea, and the United States are also important.Niwa was appointed by Prime Minister Naoto Kan in June to the key diplomatic post, making him the first ambassador to China from outside the government sector since the two countries normalized ties in 1972. He will leave for Beijing on July 31.
NEW YORK, June 10 (Xinhua) -- The U.S. House of Representatives has passed a bill to recognise Nanjing City of China as a "Model for International Cooperation" in order to award the city's active involvement in cooperation with the United States in education, innovation and entrepreneurship, and this was the first Chinese city to win such an award, Li Jiansheng, executive chairman of the U.S.-China Partnership Committee, told Xinhua on Thursday.The House passed the bill, tabled by Representative John Tierney of Massachusetts, on Tuesday night, Li said, adding that this will pave the way for further cooperation between China and the United States in education, innovation and entrepreneurship, which are very conducive to build a stronger China in the future."I rise today to speak about a model for international cooperation that is said to hold promise and future opportunities for the United States," Tierney said when he was taking the floor at the House. HONG KONG, Aug. 25 (Xinhua) -- A chartered plane, carrying the bodies of the eight victims, victims' relatives and survivors in the hostage crisis in Philippine capital Manila, arrived at the Hong Kong International Airport on Wednesday evening.Following the arrival, an around-90-minute condolence ceremony was held at the airport, with a senior Hong Kong official and the victims' relatives laying wreaths on the coffins.In a speech after the ceremony, Chief Secretary for Administration of the Hong Kong government Henry Tang urged the Philippine government to provide a detailed account of the causes of death and injury.COMING HOMEThe chartered plane of Cathay Pacific flight number CX 2903, which carried the coffins bearing the bodies of the victims, victims' relatives, several survivors and their kins, arrived in Hong Kong at 7:50 p.m. local time (1150 GMT).The chartered flight took off around 6:19 p.m. local time in Manila after a brief farewell ceremony.The eight slain Hong Kongers and the survivors were among the 21 Hong Kong tourists who were caught in a 11-hour hostage crisis in Manila on Monday. It ended on Monday night with eight hostages killed and seven others injured, one of whom still in critical condition.Upon arrival, Henry Tang, along with President of Hong Kong's Legislative Council Jasper Tsang, Governor of the Non-official Members of Hong Kong's Executive Council Leung Chun-ying, Commissioner of the Ministry of Foreign Affairs Lu Xinhua, and deputy director of the Liaison Office of the Central People's Government in Hong Kong Li Gang, stepped onto the plane to receive them home.After that, a solemn and heart-stricken ceremony was staged at the airport, which was live broadcast by the city's main TV stations.Pulled by trailers, coffins of the eight dead Hong Kongers, batch by batch separated by family, passed and stopped before a crowd of officials and families amid mournful music.Tang and tearful family members of the eight victims laid wreaths on the coffins of the eight victims, before the bodies were sent to Kwai Chung Public Mortuary.Some of the injured were sent to local hospitals, where Hong Kong's Chief Executive Donald Tsang later visited them.
