ADDIS ABABA, Dec. 1 (Xinhua) -- Marking the World AIDS Day on Thursday at the African Union (AU) headquarters in Addis Ababa, Ethiopia, Jean Ping, the AU Commission chairperson, said Africa should no longer see new generations with HIV infection.Through his representative, Ping called upon individual and collective action to contain mother to child transmission of HIV."We should act individually and collectively not only to prevent mother to child transmission but also to take care of the health of people living with the virus," said the chairperson.He also expressed commitment of the AU Commission to work with member states and pertinent bodies in the efforts made to HIV treatment and prevention.The World AIDS Day is commemorated this year under the theme "Zero Mother to Child Transmission", as world leaders who were gathered in New York for the 2011 United Nations (UN) High Level Meeting on AIDS in June, launched a Global Plan for significant strides towards eliminating new HIV infection among children by 2015 and keeping their mothers alive.Remarkable progress has been made so far, which is proof to realize the vision of zero new HIV infection, zero discrimination, and zero AIDS-related death (the three zeros), said UN Secretary General Ban Ki-moon in the message on the commemoration of the World AIDS Day.The secretary general revealed that the number of new infections has fallen by more than 20 percent since 1997, and new infections are continuing to decline in most parts of the world.In sub-Saharan Africa, the region most affected by the AIDS epidemic, HIV incidence has decreased in 22 countries, he said.According to UNAIDS, Ethiopia, Nigeria, South Africa, Zambia, and Zimbabwe are among the African countries where new HIV infections dropped significantly."Treatment has averted 2.5 million AIDS-related deaths since 1985. Last year alone, 700,000 lives were saved. Some 6.6 million people, nearly half those who need treatment in low and middle- income countries, are now receiving it," said Ban."Synergies between prevention and treatment are speeding up progress. But, to end AIDS, we need to deliver even greater results," said the secretary general.The UNAIDS says to get to the three zeros there must be acceleration on smart investments, capitalizing on scientific advancements and respecting human rights.Speaking at the AU headquarters on the commemoration of AIDS Day, Jan Beagle, deputy executive director of UNAIDS, underlined on the need to invest smartly to achieve the vision of the three zeros.There is a global target of 22 million U. S. dollars to 24 billion dollars to fund the AIDS response, which the UNAIDS says is a shared responsibility of all countries, donors and others."International assistance for the AIDS response has declined from 8.7 billion dollars in 2009 to 7.6 billion in 2010," said the Deputy Executive Director."We need to use new technology more effectively to reduce costs and demonstrate that we can deliver return on investment," she said.The AIDS movement is a movement for inclusiveness, equity and social justice, she said, adding that it has demonstrated global solidarity is possible to address multi-sectoral challenges.According to Abdoulie Janneh, executive secretary of the UN Economic Commission for Africa (ECA), an estimated 7,000 people get infected with HIV infections every day.The executive secretary highlighted ingenious and novel approaches in introducing new HIV/AIDS prevention strategies."A combination of the traditional initiatives and innovative initiatives can all be used to eliminate new HIV infections," said Janneh.

BEIJING, Nov. 10 (Xinhuanet) -- Awareness in three vegetative patients were detected in a portable electrode test, a new study shows. If replicated, the method may change standards in treating such patients.The new study, published online in the journal The Lancet Wednesday, was reported to be the first to detect signs of awareness in patients living in the unresponsive state through more accessible electroencephalogram (EEG) machine.The EEG is a portable and more affordable technique than Magnetic Resonance Imaging (MRI) scanner, but it is as effective as the MRI to diagnose patients in the vegetative state, according to the research team led by Damian Cruse and Adrian M. Owen of the University of Western Ontario.In the research test, the team hooked 16 previously determined to be vegetative patients to EEG machines and gave simple instructions to them like moving their fingers and toes.The machines show that the patterns in the premotor cortex, the area of the brain that plans and prepares movements, in three of 16 patients were exactly the same as those of healthy volunteers.While the patients were able to follow simple instructions, they were not able to make their own decisions about their state, the researchers said.

UNITED NATIONS, Jan. 19 (Xinhua) -- China's Permanent Representative to the UN Li Baodong said here Thursday that caution should be called for in metering out sanctions in international affairs.Li made the remarks when addressing a Security Council open debate on the question of justice and rule of law."We are in favor of improving the UN sanction regime on the basis of extensive consultations so as to improve its credibility, procedures and establishing effective monitoring mechanisms and to establish strict criteria, define timelines, " Li said."Sanctions should be only carried out on basis of facts and evidence. Double standards must be avoided. Impacts against civilian lives and social economic development must be minimized," the ambassador said.Stressing that the UN chart and the fundamental principles of international law as established in it should be upheld, Li said rule of law in international relations should be strengthened.The Charter as well as principles of international law established in it constitute the call of rule of law in international relations and represents the bedrock for developing rule of law in international relations, he said."In the conduct of international relations and international affairs, adherence to the Charter and other fundamental principles of international law, such as respect for national sovereignty, non-interference in internal affairs, fulfillment in international obligation in real earnest is the essence of promotion of international rule of law," said Li.According to the Charter, UN Security Council resolutions constitute the integral part of international rule of law. Promotion of international rule of law requires strict implementation of the Security Council resolutions by member states, he added.

KATHMANDU, Jan. 14 (Xinhua) -- Visiting Chinese Premier Wen Jiabao on Saturday paid an official visit to Nepal, during which China and Nepal issued an eight-point joint statement on boosting bilateral ties and strengthening cooperation in various areas.During the visit, Premier Wen met with Nepalese President Ram Baran Yadav and held talks with the country's Prime Minister Baburam Bhattarai.The leaders of the two countries had an in-depth exchange of views and reached broad understanding on China-Nepal relations as well as on international and regional issues of mutual interest.The two sides agreed that the China-Nepal diplomatic relations, established in 1955 and characterized by equality, harmonious co-existence, ever-lasting friendship and comprehensive cooperation, are of great importance to both nations."Further enhancement of the ties is in accord with the fundamental interests of the two countries and is conducive to peace, stability and development in the region and the world at large," the joint statement said.Firstly, the two sides decided to further promote China-Nepal friendly relations of Comprehensive Partnership of Cooperation Featuring Ever-Lasting Friendship on the basis of the Five Principles of Peaceful Coexistence.Secondly, the two sides agreed to share development experiences and technological advancement, and enhance all round cooperation so as to achieve mutual development and prosperity.The two sides also agreed to maintain the momentum of high-level mutual visits, and have meetings between the leaders on the multilateral occasions.The two nations will also make full use of existing mechanisms including the diplomatic consultations and the China-Nepal Joint Economic and Trade Committee Meeting. ADDIS ABABA, Oct. 22 (Xinhua) -- China on Saturday delivered portion of the first batch of emergency food assistance to Ethiopia.Wei Hongtian, Charge d'Affairs at the Chinese Embassy in Ethiopia, handed over the assistance certificate to Wondirad Mandefro, Ethiopian State Minster of Agriculture, in a ceremony held at the Office of the Ethiopian Disaster Risk Management Food Security Sector (DRMFSS) in Addis Ababa, Ethiopia.The handover was witnessed by Ahmed Shide, Ethiopian State Minister of Finance and Economic Development, and Qian Zhaogang, Economic Counselor at the Chinese Embassy in Ethiopia as well as officials and diplomats from the two countries.The charge d'affairs said the Chinese government has decided to provide Ethiopia with two batches of gratis emergency food aid valued at some 24 million U.S. dollars, as part of humanitarian assistance to the people affected by drought in the Horn of Africa region, about which the international community is concerned much.Months ago, China pledged to provide humanitarian aid to drought affected people in Ethiopia, Kenya and Djibouti.The 2011 drought in the Horn of Africa region has affected livelihoods of over 12 million people in countries of the region including Ethiopia.In this move, China has delivered large quantities of wheat to Ethiopia, and it is put in the central warehouse in Adama town, 90 km away from Addis Ababa, as the first batch of the 8,139.4 tons of wheat and 715.15 tons of rice donated by the government of China, said Ethiopian State Minister of Agriculture.According to the minister, the Chinese government has pledged around 20,000 tons of emergency food valued at 24 million dollars.Wei said China attaches great importance to the agriculture development and the food security in Africa. He said China has engaged itself in various agricultural cooperations with African countries including Ethiopia, in different channels."In the future, besides food assistance, China's agricultural cooperation with Africa will focus on technology demonstration, personnel training, infrastructure construction, promotion of agricultural production and trade, and experience sharing agriculture development," said the Charge d'Affairs.The rest portion and the other batch of the emergency food assistance pledged by China is expected to come in November and December.Wei assured that the rest batches of emergency food aid would come to Ethiopia on schedule. The Ethiopian state minister said the Chinese government is one of those donors that demonstrated its strong friendship with the Ethiopian government and its people by extending appreciable humanitarian support at critical time."The recent donation of 100, 000 U. S. dollars by a Chinese private company, Huajin Group Ltd, for food aid is a manifestation that even private companies join us in our efforts to containing problems associated with such natural disasters," said Wondirad."Despite a steady economic growth achieved these past eight years in Ethiopia that reached an average of 11 percent annually and our continued efforts to maintain and accelerate the momentum through the GTP, we are confronted by climate change induced disasters, of which drought remains the major one," said the minister."While reducing disaster risk and vulnerabilities through development interventions, the government of Ethiopia in collaboration with its partners is taking all the necessary measures towards further enhancing its early warning and response system with the view to reducing potential impacts of disasters, including that of drought enhanced preparedness and provision of timely and appropriate responses."The government of the People's Republic of China has been one of our major development partners supporting us in all these efforts," he added.The state minister commended the Chinese government and its people for standing with Ethiopia shoulder to shoulder at the critical time by donating appreciable size of emergency food aid.
