BEIJING, Oct. 10 (Xinhuanet) -- China's small businesses turned to be the first to ring the alarm as the country is walking a fine line between fighting inflation and maintaining growth.Some entrepreneurs have disappeared and others have jumped off buildings almost every week since April in Wenzhou City, an entrepreneurial capital in eastern China's Zhejiang province, Xinhua reported.The sudden disappearance of the business owners has revealed a surprisingly gloomy picture for the small and medium-sized enterprises (SMEs) in China.RUNAWAY BOSSESAccording to a Xinhua investigation, at least 80 cash-strapped businesspeople in Wenzhou have skipped town or declared bankruptcy to invalidate more than 10 billion yuan (1.6 billion U.S. dollars) in debt.Just last month, two local entrepreneurs in Wenzhou killed themselves by jumping off the buildings and another broke his leg in a similar suicide attempt.The tragedies in Wenzhou are extreme cases of private SMEs struggling to survive a liquidity crunch amid the country's macro control policies set to curb inflation and cool down the over-heated property market.In Wenzhou, one-fifth of the 360,000 small and mid-sized businesses have stopped operating due to cash shortages, according to the city's council for small and medium-sized enterprises.Of the 855 companies surveyed by the Wenzhou Economic and Information Commission, more than 76 percent said they are almost out of money and are struggling to continue production.But many cash-strapped firms are unable to borrow money from banks, and some have turned to China's underground lending market to pool money from individuals and firms.The steep rates of the informal loans pushed some businesses to the brink of collapse.

BEIJING, Nov. 1 (Xinhua) -- The ministers of Brazil, South Africa, India and China (BASIC) in a Tuesday joint statement urged developed nations to fulfill their commitments and provide funds and technology to help developing nations tackle climate change.Developed nations should honor their commitments, made at the Copenhagen climate change conference in 2009, to provide 100 billion U.S. dollars annually by 2020 and ensure that there will be no funding gaps from 2013 to 2020, according to the statement.Developed nations should also fulfill their pledge to offer 30 billion U.S. dollars in "fast-start funding" to developing nations in order to help them address climate change, the statement said.The ministers agreed that the coming Durban climate change conference should achieve a "comprehensive, fair and balanced outcome" under the principle of common but differentiated responsibility.They called on the conference to clearly establish the second commitment period under the Kyoto Protocol, during which developed country parties to the Kyoto Protocol should undertake quantified emission reduction commitments.The Kyoto Protocol is the cornerstone of climate change and its second commitment period is an essential priority for the success of the Durban conference, according to the statement.H The joint statement was issued following a two-day meeting of ministers from the four nations, also known as the ninth BASIC Ministerial Meeting on Climate Change, a mechanism through which the four countries and other developing countries coordinate their efforts in climate change.Representatives of Group 77 countries, island countries and the Arab League also attended the meeting.The Durban conference is scheduled for November. WASHINGTON, Nov. 10 (Xinhua) -- Using its near-infrared vision to peer nine billion years back in time, NASA's Hubble Space Telescope has uncovered an extraordinary population of young dwarf galaxies brimming with star formation, the U.S. space agency announced on Thursday.While dwarf galaxies represent the most common type of galaxy in the universe, the rapid star-birth observed in these newly- found examples may force astronomers to reassess their understanding of the ways in which galaxies form.The galaxies are a hundred times less massive, on average, than the Milky Way, yet they churn out stars at such a furious pace that their stellar content would double in just 10 million years. By comparison, the Milky Way would take a thousand times longer to double its star population.The universe is estimated to be 13.7 billion years old, and these newly-discovered galaxies are extreme even for the young universe -- when most galaxies were forming stars at higher rates than they are today. Astronomers using Hubble's instruments could spot the galaxies because the radiation from young, hot stars has caused the oxygen in the gas surrounding them to light up like a bright neon sign."The galaxies have been there all along, but up until recently astronomers have been able only to survey tiny patches of sky at the sensitivities necessary to detect them," said Arjen van der Wel of the Max Planck Institute for Astronomy in Germany, lead author of a paper on the results to be published online on Nov. 14 in The Astrophysical Journal. "We weren't looking specifically for these galaxies, but they stood out because of their unusual colors. "The observations were part of the Cosmic Assembly Near-infrared Deep Extragalactic Legacy Survey (CANDELS), an ambitious three- year study to analyze the most distant galaxies in the universe. CANDELS is the first census of dwarf galaxies at such an early epoch."In addition to the images, Hubble has captured spectra that show us the oxygen in a handful of galaxies and confirmed their extreme star-forming nature," said co-author Amber Straughn at NASA's Goddard Space Flight Center. "Spectra are like fingerprints. They tell us the galaxies' chemical composition."The CANDELS team uncovered the 69 young dwarf galaxies in near- infrared images taken with Hubble's Wide Field Camera 3 and Advanced Camera for Surveys.The observations suggest that the newly-discovered galaxies were very common nine billion years ago. However, it is a mystery why the newly-found dwarf galaxies were making batches of stars at such a high rate.
