SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution. SAN DIEGO (KGTV) - People who live near Mini Square Park in City Heights are fed up with what they say is a rise in crime and noise. They're calling for a curfew to be imposed at the park from 9 pm - 5 am."Every rule that's posted here is broken all day long and mostly all night long," says one woman who asked 10News not to identify her because she feels unsafe in her home next to the park. "I can get practically high from the marijuana that comes into my window cause it overlooks the park. The noise becomes just unbearable at times."The park opened in 2014, on 43rd Street in between Polk and University Avenue. Sitting between a senior center, an apartment complex and a health clinic, It was designed as a way to give adults in the community a gathering place.Instead, neighbors say it's been overrun with crime and drugs.A search of the website crimemapping.com shows 148 crimes reported within 1000 feet of the park over the last six months. That includes 21 stolen cars, 19 assaults and 16 robberies.It's gotten to the point where some people say they're afraid to walk by it, especially at night."Of course I would like to be in this park, to spend my free time there," says Isaac Musaazi, who lives in the apartment complex next door. "But I can't because of the people who are there."A community meeting to discuss a curfew and how to enforce it is scheduled for Thursday with the Community Parks Committee. SAN DIEGO (KGTV) -- On Tuesday, county leaders, along with first responders and behavioral health experts, launched a new program named after a CAL Fire captain who died by suicide in 2017.The Fire Captain Ryan J. Mitchell First Responders Behavioral Health Support Program provides a confidential 24-7 helpline for any local first responder. The helpline is staffed by former and current first responders. The program also connects first responders to local behavioral health resources and substance abuse services.CAL Fire Captain Ryan Mitchell died by suicide on November 7, 2017, at the Interstate 8 Pine Valley bridge.“He loved the acts of fighting fires,” said his widow Denelle Mitchell, in an interview with ABC 10News in October 2019.She also spoke about the difficult days. “What comes with that is a lot of hard work, a lot of hours away from your home and your family and your friends,” she said.Ryan’s father, William Mitchell, became a fire chaplain after his son’s death. While he’s heartbroken his son is no longer with them, he is proud of the legacy he is leaving behind.“Heartbreak and pride are strange bedfellows,” William Mitchell said. “It's hard to process that sometimes. We were always and will continue to be very proud of our son.”Supervisor Nathan Fletcher introduced the policy to create and fund the program in September 2019. He told ABC 10News it cost roughly 0,000 to launch with subsequent costs as the program continues.Fletcher spoke about the trauma that first responders face on the job. “At a time where it feels like no one will sacrifice for anyone, we have a group of individuals who are willing to sacrifice their own safety. They’re willing to sacrifice their own life in an effort to protect us," he said.William Mitchell is one of three Advisory Committee members for the new program. He knows the need is there and encourages all first responders to utilize the new helpline.“The need hit our family like a storm that’s never going to relent,” he said.According to Blue H.E.L.P., 228 current and former law enforcement officers died by suicide in 2019, which is higher than the previous year. The Firefighter Behavioral Health Alliance said 82 firefighters, 24 EMS personnel, and one dispatcher have died by suicide so far this year. SAN DIEGO (KGTV) — More than .5 million in fentanyl was seized during a traffic stop in the South Bay this week.A 2004 Mitsubishi Endeavor was stopped for a speeding violation on Wednesday at about 2:30 p.m. heading westbound on State route 905, according to San Diego County Sheriff's Department (SDSO). Border Patrol agents and SDSO Border Crime Suppression detectives searched the vehicle with a K-9 officer and discovered 20 kilograms of powdered fentanyl concealed in the vehicle. Authorities added they regularly seize counterfeit Oxycodone and Xanax pills, which contain fentanyl. According to the county, fentanyl deaths spiked 155 percent from 33 in 2016 to 84 in 2017. SAN DIEGO (KGTV) - Oak Valley Middle School 7th Grader, Madhumita Narayan, says she spends up to 2 hours per day practicing for the upcoming County-Wide Spelling Bee.Her secret?
