SAN DIEGO (KGTV) - Dramatic dash camera video shows the moment two cars sped along San Diego’s State Route 94, leading one of the drivers to lose control and crash. The race happened Thursday just after 8 a.m. near the College Grove avenue exit of westbound SR-94. Video shows two sedans, an Audi and a BMW, drive up fast behind the witness' vehicle and pass him, before the BMW crashes into an unsuspecting driver.“Just a complete surprise,” said a witness who shared his video with 10News and requested to remain anonymous. The witness was taking his mother to the doctor when the sedans approached him from behind. “I just see them come out of nowhere and spin out, and runs into the back of the car,” said the witness. “In real time, I didn’t even see the other car.” “My first thought was, he was running from the cops,” the witness told 10News. The witness said the BMW driver involved in the crash stopped to check on the innocent victim, then went back across the road. No one was injured in the crash, according to the California Highway Patrol. The CHP is investigating what officers say is possibly a racing crash. No arrests have been made. “Ain’t no real reason to go that fast with that many people on the road,” the witness said. “He completely totaled the back of that guy’s car and there could have been a kid back there.” 1348

SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571

SAN DIEGO (KGTV) - Firefighters on alert after seeing the latest Wildland Fire Potential Outlook maps released by the National Interagency Fire Center. The maps show San Diego with an above average wildfire potential that increases from June through August and starts to wane slightly in September.Cal Fire Public Information Officer Thomas Shoots said the outlook focuses on three things; "We're dealing with fuel, weather and topography." Shoots said the agency can't do anything about the topography or weather, but every neighbor can do their part reducing fuel, especially around their home.RELATED: How to prepare defensible space around your homeShoots acknowledged the winter weather gave San Diego County a reprieve fire-wise, but it posed a new problem: new growth that's already drying out."A grass fire can run a lot faster and spread faster which means our resources are spread out quicker, and then that means it has the heat and momentum to build up to the bigger fuels," Shoots said.Just down the road, a neighbor had landscapers pruning her yard."I think it's very important to have this done...helps the whole neighborhood," said the woman named Gene.Cal Fire said the best time to get the landscaping work done is before 10 a.m. and after 4 p.m.Last week, neighbors in Rancho Santa Fe saw the danger become a reality when Cal Fire said a landscaping crew using the lawn mower sparked a 3-acre fire near Fairbanks Ranch."It's starting to get to the point where it's too late; we need you to clear while we have the chance," Shoots said, referring to hot weather making these incidents more likely."We need all the help we can get," he said."Definitely, they've got a lot of work ahead of them, I think," Gene said.Cal Fire reported this year to June 16th, there have been 1,386 fires, burning 11,954 acres across the state. SAN DIEGO (KGTV) -- Despite a recent surge in attendance and stock prices, SeaWorld Entertainment Tuesday announced 125 job cuts company-wide.Interim CEO John Reilly said in the company’s earnings report Monday that the company identified million of “additional cost reductions.”A spokesperson for the company said the restructuring affects all the company’s theme parks as well as corporate offices, located in Orlando.RELATED: SeaWorld To Eliminate 350 Jobs, Including 80 In San DiegoOther than SeaWorld parks, the company also owns Sesame Place and Bush Gardens parks. SAN DIEGO (KGTV) -- Governor Gavin Newsom is set to visit San Diego Friday in a last-minute push for proposition 13. Newsom will make a stop at Dana Middle School at 8 a.m. as part of his statewide get-out-the-vote tour. Proposition 13 would authorize billion for K-12 schools as well as universities and community colleges. Newsom has said that the bond money would prioritize modernizing schools as opposed to new construction.
