SIRTE, Libya, March 27 (Xinhua) -- China expects that the Arab summit in Libya can coordinate the inter-Arab relations and make achievements in the Palestinian cause, a senior Chinese diplomat said here on Saturday."We hope the Arab countries could coordinate internal relations and achieve positive results in reconciliation among Palestinian factions as well as the resumption of Palestinian-Israeli talks at the summit," said China's Special Envoy to Middle East Wu Sike in an interview with Xinhua on the sidelines of the 22nd Arab Summit in the Libyan city of Sirte.As a special representative of Chinese Foreign Minister Yang Jiechi, Wu attended the opening ceremony of the summit at the invitation of the Arab League Secretariat. WASHINGTON, April 24 (Xinhua) -- China's central bank chief on Friday called for the International Monetary Fund (IMF) to accelerate its process to shift its quota to emerging market and developing countries."The quota structure is the core issue in Fund governance. The severe underrepresentation of emerging market and developing countries in the IMF seriously affects the Fund's legitimacy and effectiveness, and must be promptly corrected," said Zhou Xiaochuan, governor of People's Bank of China at the IMF and its sister institution -- the World Bank's spring meeting in Washington.The Group of 20 (G20) Pittsburgh Summit in September had called for a shift of at least 5 percentage points, and protection of the voting rights of the poorest countries before January 2011.But so far the quota adjustment process is slow. The previous quota reform, which was already approved by the IMFC -- the IMF's steering committee -- in 2008, has not been completed until now.Zhou said that the IMF is a quota-based institution, and quotas should be its primary resource.He emphasized that quota adjustment and reform is not a zero- sum game. "A Fund with a more reasonable governance structure will be better able to protect global economic and financial stability which will benefit all member countries. We urge the Fund to accelerate its work, and complete quota reviews on schedule in accordance with the G20 Pittsburgh Summit and IMFC objectives," Zhou said.According to the IMF's latest World Economic Outlook report, growth speeds of developing countries are much faster than the advanced economies, meaning their weight in the global economy is increasing dramatically.However, quota of the developing countries in the IMF is underrepresented."We expect the review to leave no member's quota share severely misaligned," Zhou said.

BEIJING, May 31 (Xinhua) -- China's gasoline prices will be cut by 230 yuan (33.7 U.S. dollars) per tonne and diesel prices by 220 yuan per tonne from Tuesday, the National Development and Reform Commission (NDRC) announced Monday.The price cuts came after a record high in price hikes in April. The previous price cut was in September 2009.Before the adjustment, the benchmark price of gasoline was 7,420 yuan per tonne and diesel 6,680 yuan per tonne.Cao Changqing, head of price department of the NDRC, said the adjustment was "timely and in a proper amount" in response to recent changes in the international crude oil prices.International crude oil prices had been rising before May, when they began to decline, the NDRC statement said. The recent drops had amounted to 4 percent, meeting price adjustment conditions, it added.Cao said the move was also based on the global and domestic economic sitations and oil supply and demand as well as the country's pricing mechanism.In 2009, China adopted an oil pricing mechanism that allows the NDRC to adjust retail fuel prices when the international crude oil price changes by more than 4 percent over 22 straight working daysThe government would raise benchmark prices for domestically-produced onshore natural gas by 230 yuan per thousand cubic meters, or 24.9 percent, to 1,155 yuan per thousand cubic meters because of relatively low prices and strong demand, he said.

SHANGHAI, April 3 (Xinhua) -- Environment authorities in Shanghai will ban burning waste straw in the suburban agricultural areas to ensure air quality during the World Expo period.The Shanghai Municipal Environment Protection Bureau will use satellite remote sensing to monitor the burning of waste straw during the Expo period from May 1 to Oct. 31, the bureau said in a statement Saturday.Statistics show that about 170,000 hectares of barley, wheat, paddy and rape are planted in the suburban agricultural areas of Shanghai, which can produce up to 1.3 million tonnes of waste straw every year, according to the bureau.Burning waste straw will produce carbon dioxide and other pollutants to pollute the air, it said.To help dispose of the waste straw, more than 40 organic fertilizer plants in Shanghai have planned to use more straw as auxiliary material in fertilizer production, the bureau said.The Shanghai World Expo, with the theme of "Better City, Better Life," is expected to draw 70 million visitors from around the world during the six-month period.
