VIENNA, Nov. 25 (Xinhua) -- China is to further help the least developed countries (LDCs) in their development effort through zero-tariff treatment and other measures, Yu Jianhua, China's Assistant Commerce Minister said here Friday.Addressing a LDCs Ministerial Meeting in Vienna, Yu said China will focus on six concrete measures to advance the implementation of the Programme of Action (IPoA), adopted by the Fourth United Nations Conference on LDCs in Istanbul in May.First, as announced by Chinese president Hu Jintao during the G20 summit in Cannes, China would, in the context of South-South cooperation, give zero-tariff treatment to 97 percent of the tariff items of exports to China from the LDCs that have diplomatic relations with China.Second, tilt foreign aid further to the LDCs.Third, carry out cooperation in livelihood projects in the LDCs, including hospital, school, domestic water use and clear energy.Fourth, strengthen agricultural cooperation with the LDCs, including the increase of food aid, dispatching agricultural and technical experts.Fifth, strengthen personnel education in the LDCs to build capacity for self-development.Sixth, continuously promote the establishment of economic and trade cooperation zone in the LDCs by Chinese companies.Yu said that debt crisis in some countries, turmoil in financial markets, inflation pressure in emerging countries; extreme weather and recurrent natural disasters have brought enormous harm to the economies of the LDCs.In this situation, the global community should stand united to give more supports to the LDCs, he stressed.For a long time, China has actively supported the LDCs, under the framework of the South-South Cooperation, through economic and technical aids, debt reduction and personnel training and increase of imports from these countries, he said.Meanwhile, Yu praised the unique role of the UN Industrial Development Organization (UNIDO) in implementing the IPoA, helping structural transformation in the LDCs and promoting the sustainable development.He also said that the Chinese government would continue to support the UNIDO and help the LDCs develop their economies in an all-round way.

WASHINGTON, Oct. 3 (Xinhua) -- Researchers at St. Michael's Hospital in Canada have discovered a new function for an enzyme that may protect against organ injury and death from anemia, according to a study appearing Monday in the U.S. journal of the Proceeding of the National Academy of Sciences.Researchers found that when people have anemia, neuronal nitric oxide synthase (nNOS) -- an enzyme in nerve cells that produces nitric oxide, an important signaling molecule in the body -- increases the body's ability to respond, adapt to low oxygen levels and makes the body more efficient in delivering oxygen to tissues. They also found that levels of nNOS in the brain increased in anemic mice, and that the mice without this enzyme die earlier, and with higher hemoglobin levels."Identifying this mechanism may lead to new therapies and approaches to improving outcomes for anemic patients," said Dr. Greg Hare, a researcher at the Li Ka Shing Knowledge Institute of the hospital and one of the lead investigators of the study.Anemia occurs when blood has a lower than normal number of red blood cells or hemoglobin -- an iron-rich protein that carries oxygen from the lungs and heart to the rest of the body. Cells need oxygen to survive and to produce energy for all bodily functions. The condition has many different causes including infection (malaria, HIV, parasites), nutritional deficiencies (iron, folate, B12), genetic mutations, pregnancy, trauma and surgical blood loss."This research will help us identify when an anemic patient is at greatest risk for injury and death when undergoing surgery," said Hare. "But keeping the property market sound will require prolonged restrictions. Our specific goals for the purchase limits next year are still under discussion."Chen Baocun, deputy secretary-general of the National Real Estate Manager Alliance, said property developers will be able to cope with an extension of the limits."Developers didn't expect a sudden drop of the purchase restrictions next year," he said. "They are prepared to accept the policies for a longer time."In an attempt at tamping down property prices, the central government took time at the country's central economic work conference on Wednesday to encourage more cities to adopt a property tax.
