ADDIS ABABA, Dec. 24 (Xinhua) -- The Commissioner for Peace and Security of the African Union (AU) Ramtane Lamamra, and the Ambassador of the People's Republic of China in Ethiopia Gu Xiaojie on Friday signed an agreement on the provision of aid to the AU Mission in Somalia (AMISOM).The grant amounting to 30 million RMB, (over 4 million U.S. dollars), will be used to supply equipment and materials for AMISOM. The signing of this agreement comes in the wake of the adoption by the United Nations Security Council, on Dec. 22, of resolution 1964(2010), in which it, inter alia, requested the Secretary- General to continue to provide a logistical support package for AMISOM, for a maximum troop strength of 12,000, as called for by resolution 1863 (2009).In resolution 1964(2010), the Security Council also called on UN Member States and regional and international organizations to make direct bilateral donations in support of AMISOM.By generously providing aid to AMISOM, the People's Republic of China is responding to the call made by the United Nations Security Council and the earlier appeal by the AU Peace and Security Council (PSC) for AU partners to support the ongoing efforts in Somalia, AU said in a statement. Gu Xiaojie reiterated China's continued commitment to strengthen its cooperation with the AU in the area of peace and security and to support all endeavors in this regard. He lauded AU's efforts and resolve towards the promotion of peace, security and reconciliation in Somalia.Speaking on the occasion, Commissioner Lamamra stated said that "China has, over the years, been providing multifaceted assistance to the AU and African countries as they strive to address the many challenges facing the continent. GUANGZHOU, Dec. 24 (Xinhua) -- A fishing boat with at least 13 crew aboard has been missing for a week in waters off the coast of south China's Guangdong Province, authorities said Friday.The boat, registered in Yangxi County, Yangjiang City, was unable to be located at its anchoring spot in Dongping Port at 3 a.m. on Dec. 16, when other boats in the port that were taking shelter from strong winds received the boat's distress call, Yangxi County marine affairs officials said.Winds of up to 72 kilometers per hour started blowing on Dec. 15, whipping up five- to six-meter-high waves, the official said.The family of the boat's owner, Feng Zixing, reported the boat missing on Dec. 17, after private searches failed to find the boat or its crew.Feng and most of the missing crew are from the county's Lanpao Village.A search for the boat had found nothing by 7 p.m. Friday.The 28-meter-long, 5-meter-wide boat was built with steel in 2001. It was equipped with radar and walkie-talkies.

BEIJING, Nov. 25 (Xinhua) -- China's central bank warned about the risk of credit card related bad debt on Thursday as money owed 180 days past the due date was on the rise in the third quarter.Credit cards debt 180 days past the due repayment date stood at 7.92 billion yuan (1.19 billion U.S. dollars) by the end of the third quarter, up 8.5 percent from the second quarter, according to a statement released Thursday on the website of the People's Bank of China.Taking this into account, the central bank warned commercial banks to pay close attention to risks associated with credit card related bad debt.Money owed 180 days past the due repayment date accounted for 2.1 percent of the total amount of debt by the end of the third quarter, down 0.4 percentage point from the second quarter, according to the statement.

BEIJING, Nov. 8 (Xinhua) -- China has moved to speed up the building of a clean government ruled by law, part of the country's efforts to further enhance the government's credibility and maintain a harmonious social order for its rapid economic development.The Legislative Affairs Office of the State Council, or China' s cabinet, issued guidelines on Monday focusing on creating a government ruled by law, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means and invites the public to contribute to legislation.According to a statement issued along with the guidelines, the State Council said it was "important" and "imperative" to build a government ruled by law, as China now faces challenges, including imbalanced development of rural and urban areas, a widening income gap, an increased numbers of "social conflicts" , as well as corruption and injustice in law enforcement in some sectors.An official with the Legislative Affairs Office said Monday that the guidelines will further safeguard public interests and maintain social and economic order by requiring stepped-up efforts from authorities to investigate and punish cases that run counter to the country' s mandate for the safe production and issues related to food safety, the protection of natural resources and the environment, as well as public security.The guidelines, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means, also stipulates that if officials perform their duties according to the law or are skillful at solving disputes by legal means, they will more likely be promoted.However, government officials will be held liable for malfeasance or failure to fulfil their duty in major accidents or cases that have seriously violated laws.Further, the guidelines stress the importance of public participation in legislation, saying people's opinions, reasonable needs and legitimate interests should all be considered in lawmaking.Additionally, the guidelines state that the legislative process shall not be influenced to favor the interests of a certain sector or protect local interests.Also, to facilitate the creation of a clean and transparent government, the guidelines require all government information, aside from that involved in state, commercial or private secrets, to be open to the public.Government departments are also required to reply to pubic requests on the release of government information within a certain period of time and improve the ways of handling government affairs, according to the guidelines.
