(KGTV) — Navy officials say the San Diego-based aircraft carrier USS Theodore Roosevelt is searching for a Sailor overboard off Southern California's coastline Thursday. The ship started rescue efforts after a lookout spotted what they believed to be a person in the water at about 7:30 a.m., according to the Navy. The Navy says one Sailor was unaccounted for during a command-wide roll call. The Sailor's parents identified him as 20-year-old Aviation Ordnanceman Airman Apprentice Ethan Goolsby of San Antonio, Texas, Scripps affiliate KSAT reports. The Navy has not officially identified the missing Sailor.Three search and rescue helicopters and a Rigid Hull Inflatable Boat were launched to assist. The U.S. Coast Guard, U.S. Navy aircraft, USS Bunker Hill, USS Russell, USS Howard, and USS Charleston are also helping in the search and rescue efforts. The Navy says search efforts will continue through Thursday night. No further information about the search efforts was immediately released. The USS Theodore Roosevelt departed San Diego just days ago for a sustainment exercise ahead of its second deployment this year, according to USNI News. The ship is set to change its homeport from San Diego to Bremerton, Wash., for an overhaul in 2021. 1256

Tom Kelly was the bombardier on the crew "Heaven Can Wait." They were part of the famous squadron known as the "Jolly Rogers."On March 11, 1944, while on a mission to bomb Japanese anti-aircraft batteries around Hansa bay in the South Pacific, the 11 person crew was shot down by enemy fire."My family had been involved in what was then a four-year research project," Althaus said.RELATED: San Diegan to be honored in Washington DC on Memorial DayThey gave that research to Project Recover. The group of marine scientists, archeologists, and historians went to work using science and advanced technology to find missing aircraft with servicemen still onboard."It's really easy to look on a map and say 'Hey, x marks the spot and it turns out that x could be several square miles,'" said Eric Terrill, Co-Founder of Project Recover and a Scripps OceanographerIn October 2017, Terrill and his team set out on a three-week expedition.  "These robots allow us to do very detailed surveys of the seabed using scanning sonar," he said.RELATED: USS Midway Museum asks for Memorial Day tributesAfter 11 days on the water covering roughly six thousand acres and talking to fishermen, Eureka!"It was a mixture of elation and sadness," he said. (KGTV) -- Proposition 22 was approved by California voters on Tuesday, allowing app-based and delivery drivers to be classified as independent contractors.Under Prop. 22, workers would be guaranteed an hourly wage and sick leave. The proposition also states that drivers who work more than 15 hours per week would qualify for a monthly health insurance stipend, new medical and disability benefits if injured on the job, and new rules pertaining to rest periods, sexual harassment, and criminal background checks.Supporters say Prop. 22 protects app-based drivers’ choice to be independent contractors. The proposition is also endorsed by a majority of drivers, community members, and small business groups. Those opposed to Prop. 22 say a “no” vote stops companies from writing their own exemption to California law. Opponents also say the proposition denies drivers rights and safety protections.Proposition 22 was launched and partially funded by Lyft and Uber. Nearly 0 million was spent on the campaign for this proposition alone. 1044
