BEIJING, Jan. 4 (Xinhua) -- Chinese Vice Premier Hui Liangyu Tuesday urged greater efforts be made to improve the country's earthquake emergency response system and promote earthquake safety knowledge among the public.Efforts should be made to improve emergency plans regarding quake responses and related regulations and laws, and boost the capacity building concerning quake rescue and relief in China, said Hui, while addressing a meeting on earthquake safety and disaster reduction here.He urged government agencies and local authorities to plan the work of quake safety and disaster reduction for the coming five years in a scientific manner."The work of quake safety and disaster reduction concerns the safety of people's lives and property, as well as a country's economic development and social stability," Hui said.Chinese Vice Premier Hui Liangyu (C) speaks at a meeting on earthquake safety and disaster reduction in Beijing, capital of China, Jan. 4, 2011.He noted that China, with its quick and efficient rescue and relief efforts, had successfully stood the test of a 7.1-magnitude quake and a huge landslide that hit its northwest regions in 2010.Further, Hui demanded reconstruction work in those disaster-hit zones to be carried on in a down-to-earth manner and urged arrangements be made to ensure people living in those areas have a warm and safe winter and New Year.

BEIJING, Dec. 15 (Xinhua) -- China's National Meteorological Center alerted central and southeast China to a blizzard on Wednesday as a bitter cold front kept expanding southward, enveloping China in snow and record-low temperatures.Snows have now covered most of southern China. Even the subtropical Guangdong Province and Guangxi Zhuang Autonomous Region will see temperatures drops up to 10 degrees centigrade, according to a statement from the center.The ongoing Asian Para Games in Guangzhou, capital city of Guangdong, were affected by the weather. The wheelchair tennis competition hadto be held indoors, with some matches being delayed on Wednesday.A snowfall, starting at 8:45 a.m., has coated Nanchang City, capital of east China's Jiangxi Province, in white. Forecasts say snowstorms will continue to ravage most of Jiangxi until Friday.With the average temperature having dropped from about 9 to 1.7 degrees centigrade, most parts of central China's Hunan province are being pounded by rain, snow and hail storms.The weather has also begun to disrupt traffic.Flights leaving an airport in Jiangxi were canceled as snows affected visibility of pilots. In Hunan, drivers had to slow down to avoid accidents and construction work was halted amid the bitter cold as migrant workers crowded railway stations.Hunan and Jiangxi are only two of the many provinces and region to the south of the Yangtze River being hit by snowstorms.The National Meteorological Center forecast temperatures in most parts of China would start to climb on Friday. However, that brings little comfort to people now enduring the bitter cold. "What's more worrisome is that colder days are still ahead of us," said Sun Zheng, a migrant worker in Hunan.January and February are usually the coldest months in China. It is also the country's busiest traffic season when migrant workers and students head home for family reunions during the Spring Festival Holidays.The last 40-day travel rush, that ended on March 11, recorded 2.29 billion long-distance bus trips. Also, more than 29 million Chinese traveled by air and over 204 million people traveled by train during the period.The travel rush had been an ordeal for China's traffic system. It could be disastrous when accompanied by snowstorms.The carpeting snows in central and southern China have started to remind people of a blizzard in January 2008, which left 129 people dead and caused losses of 151.65 billion yuan (22.7 billion U.S. dollars) in the same area.On Nov. 29 China's Ministry of Railroad called for railway stations across China to start bracing for the coming Spring Festival travel rush. The rush will start around Jan. 19, 2011.Meanwhile, many northern Chinese cities, that have already been swept by the cold front, reported the coldest temperature in a decade for this period.In an extreme case, temperatures in Hulunbuir City in north China's Inner Mongolia Autonomous Region dropped to minus 46 degrees centigrade. Beijing also reported a record low temperature on this date in the past 10 years.Further, ice sheets have been seen off the coast of the Bohai Sea and Yellow Sea in east China as the northern part of the seas have begun to freeze.

TAIPEI, Dec. 17 (Xinhua) -- Procedures of cross-Strait talks had become more "simplified" and the results "more tangible" after five talks over the last two-and-half years, said chairman of the Taiwan-based Straits Exchange Foundation (SEF) Friday in Taipei.Chiang Pin-kung told a press conference that the Chinese mainland and Taiwan were expected to sign a medical and health cooperation agreement at the upcoming talks between the SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS), scheduled Tuesday.Regarding a cross-Strait investment protection agreement, he said the two sides had "reached a preliminary consensus" on it, but still needed time to further exchange views since it was "complicated" and "concerned a wide range of issues."The investment protection agreement is an important part of the follow-up negotiations after the cross-Strait Economic Cooperation Framework Agreement (ECFA) took effect in September.Chiang said the SEF and the ARATS would "continue to discuss" it in order to reach a deal as soon as possible, as "it is related to people's interests."The talks will be the sixth round since the two organizations, authorized by the mainland and Taiwan to handle cross-Strait affairs, resumed negotiations in June 2008 after an 11-year suspension.About 560 reporters, including more than 400 from Taiwan, 60 from the mainland, as well as those from Hong Kong, Macao and foreign countries, will cover the event.Chiang said a mainland delegation, led by the ARATS executive vice president Zheng Lizhong, was scheduled to arrive in Taipei on Sunday and would hold a preparatory negotiation with SEF vice chairman and secretary general Kao Koong-lian, to decide the agenda of the talks.ARATS president Chen Yunlin and his wife are expected to arrive in Taipei Monday morning. The two sides are scheduled to hold talks on Tuesday morning and sign the medical and health cooperation agreement in the afternoon.Chen and his wife will also visit Taipei's National Palace Museum and the Taipei International Flora Expo, before leaving Wednesday noon.Chiang said next year would mark the 20th anniversary of the SEF's establishment. "The development of cross-Strait relations is hard-won, and the cross-Strait talks are a reflection of people first, care for people's livelihoods and mutual benefits."

  

BEIJING, Jan. 11 (Xinhua) -- A Chinese military official said Tuesday that China's military hardware development is not aimed at any other country.Guan Youfei, deputy director of Foreign Affairs Office of the Defense Ministry, made the remarks while responding to a question on the reported test flight of J-20 stealth fighter jet."The development of China's military hardware is not aimed at any other country or any specific target and the timing was a matter of routine working arrangements," said Guan.Weaponry was developed to safeguard China's national sovereignty, security and territorial integrity, and to adapt to the world's military changes, as well as the constant development of new weapons, he said.Guan denied the test flight was timed deliberately to coincide with U.S. Defense Secretary Robert Gates' China visit.China would always take the path of peaceful development, and adhere to the national defense policy, which was defensive in nature, he said.China would not seek hegemony, military expansion, an arms race, nor pose a threat to any country, Guan said.
