SAN DIEGO (KGTV) – A new interactive map produced by San Diego County officials shows the cities and communities hardest hit by the coronavirus.The county launched its COVID-19 case rate map on Thursday, and it uses a color tier system similar to the state’s “Blueprint for a Safer Economy” reopening plan.Users can look at case rates per 100,000 residents in specific areas or search by ZIP code.County Public Health Officer Dr. Wilma Wooten said, “Cities had previously requested the map to determine how they are faring during the pandemic. The map gives cities a clearer picture of how COVID-19 is impacting their residents and will help them determine whether to take more aggressive actions to enforce the public health guidance to slow the spread of the virus.”San Diego County tallied a record 661 coronavirus cases on Nov. 10. Purple tier-related restrictions take effect midnight on Saturday, Nov. 14.Many nonessential businesses will be required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers will be able to remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. Romy Meraz finds joy in watering her yard at her home in Bonita."I know the plants are happy and I'm happy for them," said Meraz.It was a different story amid the state-mandated restrictions, when she cut her watering to once a week. Years later, she'll be watering four or five times a week this summer."I want my garden to be beautiful and green," said Meraz.Meraz isn't alone. According to a report from the research group Equinox Project, The Nonprofit Institute at University of San Diego, the average daily water consumption increased from 84 gallons per person to 91 gallons per person.That's an increase of 8.3 percent. We've done it in the past. It's not a matter of whether we can do it. SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.'
