ESCONDIDO, Calif. (KGTV) - A brush fire broke out in Escondido’s Kit Carson Park Friday, sending a plume of smoke above the area. The flames started just before noon in a riverbed of the park at 3333 Bear Valley Parkway near Westfield North County mall, Escondido Fire reported. At least 10 engines and a firefighting helicopter responded to the scene to put out the fire in brush and trees. ENCINITAS (CNS) - The Rancho Coastal Humane Society will take in 23 puppies, adolescent, and adult dogs from the Mexican state of Sonora this morning -- the latest in a series of lifesaving transports from Rescue Fenix in Obregon, working hand-in-paw with the humane society and Greater Good Charities."These dogs were rescued from the streets and taken to the Rescue Fenix shelter," said John Van Zante, RCHS spokesman. "They live in outdoor colony kennels. The puppies and smaller dogs compete for food with every other dog. Many of them would not survive if they were not taken in by Rescue Fenix then transferred out of there."The dogs began their 17-hour ride to Tijuana early Friday morning. They crossed the border early Saturday morning and then got some rest at the home of a Rescue Fenix volunteer in Escondido.The dogs are scheduled to be transferred to RCHS in Encinitas on Saturday morning. Rescue Fenix volunteer Georgina Parsa, who lives in Escondido, will complete the transfer."Our Medical team will perform examinations before the dogs are settled into their new kennels with food, water, and their first soft bedding," said Judi Sanzo, RCHS president. "Some of them will go into foster care with trained RCHS volunteers. In the coming days the dogs will receive more extensive exams, vaccinations, medical treatment including spay or neuter, and each dog will be micro chipped before becoming available for adoption."Sanzo said the relationship between Rancho Coastal Humane Society and Rescue Fenix is new, but it's already proven successful."From the first transfer, we were told that the dogs and puppies who arrived here would not have survived if we had not taken them. (CNS) - A 53-year-old Fallbrook man was fatally struck by a car while attempting to cross a street in Fallbrook, authorities reported Monday.A 58-year-old man was driving a Toyota Camry northbound on South Mission Road about 12:15 a.m. Sunday when the victim ran westbound across the northbound lanes near Peppertree Lane and was struck by the sedan, California Highway Patrol Officer Mark Latulippe said.The pedestrian was taken to Temecula Valley Hospital, where he was pronounced dead, the officer said. The victim's name was withheld pending family notification.The Toyota driver remained at the scene and intoxication was not a factor in the crash, Latulippe said. 695

Well, it’s real — and it’s the law in the city of Encinitas, California.“We got in trouble for people dancing here,” said Brie Cardosa, owner of Mr. Peabody’s Bar and Grill. The restaurant was fined ,000 for allowing their patrons to dance while listening to live music.Cardonas' restaurant has been providing food and live music for more than a decade. She said they have never had any run-ins with the law until they recent fine from the Alcohol Beverage Control.“We didn’t realize we were doing anything wrong,” Cardosa said.The fine stemmed from a city law that makes it illegal to dance in Encinitas during evening hours.Encinitas Councilman Tony Kranz believes his predecessors created the law in 1986 to prevent several dance clubs from being built in the city, or to dissuade people from behaving lewdly at alcohol-serving establishments.“I think it’s just the result of cities trying to limit their liability," he said. I might have even swayed to the music a couple of times there,” he said. “The (Alcohol Beverage Control) interprets their rules that if you sway to the music, you could be in violation of the rules. That is not what city council is interested in having happen.”Encinitas City staff have started work on a revision to the current, and outdated law. In the meantime, Cardosa is hoping the petition persuades the council to let them stay as is. Her other options are to turn in a “deemed approved ordinance” application to temporarily be approved or to submit the “entertainment establishment permit,” also known as the “cabaret permit.” This would allow Mr. Peabody’s to have “dancers“ inside their venue.But that doesn't really align either. “We don’t want to be a dance club. (KGTV) — Cardiff Elementary School in Encinitas must pay 0,000 just so it can resume a project to modernize its campus.The payment is part of a settlement to a group that sued the district over a project to rebuild much of the school, which had upwards of 60-year-old buildings.In 2016, voters approved a million bond measure authorizing the project. The group that sued, Save the Park and Build the School, challenged the plan's environmental impact report and its plan to build a multipurpose facility on part of a grassy area of district property that doubles as a public park in off hours. Late last year, a judge ruled in the group's favor and issued an order to halt work on the project. This week, the school and the group reached a settlement to allow campus construction to resume, and put the multipurpose center back into a federal approval process because it involves the National Park Service. The group got 0,000 for legal fees. "It was a flex and it cost our kids and the taxpayers 0,000 to bring us right back to where we were in December," said Morgan Gates, a parent at the school. Eleanor Musick, who heads the group, said the park is cherished and one of the only open spaces nearby. If a project is out of compliance with [The California Environment Quality Act] it must stop," Musick said.
