SAN DIEGO (KGTV) - The statistics for foster kids aging out of the system are grim. According to the National Foster Youth Institute, after reaching the age of 18, 20 percent of the children who were in foster care will become instantly homeless. And there's a less than a 3 percent chance for children who have aged out of foster care to earn a college degree at any point in their life.San Diego nonprofit Just in Time for Foster Youth (JIT) is doing its part to prevent young people here from becoming a statistic. "When you turn 18 a lot of times the foster parents say here is a few dollars and you're on your own, there's no one to help you out," said Ivan Chavez, who was in the foster system from age 7 to 17.Growing up, he didn't have many positive role models. "For me, I never went to high school, and I barely went to middle school."But his journey brought him to JIT, where he now works as a full-time employee. JIT's My First Home (MFH) program helps former foster youth furnish and move into their new living space, creating a foundation for stable housing.Once every month, youth participants involved in the program have the chance to shop at the MFH Distribution Center, providing participants housing essentials for free, such as furniture, electronics, linens, and appliances. "They come in through the front door they're like you have all this stuff, and it's for me? They feel special, you know?" said Chavez.Chavez went from once living on the streets to now pursuing a master's degree. "If I saw my 15-year-old self, I would say everything is going to be ok. You're going to grow up, and you're going to do good and hopefully change people's lives," said Chavez. SAN DIEGO (KGTV) — The White House announced Tuesday that it would start cracking down on what the President calls the "California Homeless Takeover." The administration's plans include destroying tents on the street and relocating the homeless population to government facilities. Some local homeless advocates said the plan lacks details and direction. Underneath arguably some of the most expensive condos in San Diego is a place people go to live, rent-free."I think it gives people the opportunity to stabilize and get ready for the next step in their life," Alpha Project Chief Operating Officer Amy Gonyeau said. "Address the issues that are causing them to become homeless."The Alpha Project's Bridge Shelter helps keep 325 people from sleeping on the streets every night. Still, there are nearly 8,000 others in San Diego County without a home. In Los Angeles County, there are 50,000 homeless. The numbers were so astounding, President Trump vowed to intercede. He plans to take down tents on the streets and place the homeless into government-backed facilities."We just can't play Whack-A-Mole and move people from the sidewalk to jail, to tents, to a government facility," independent homeless advocate Michael McConnell said. McConnell said he believes the President's plan is far too vague. "Whether it's a shared housing model, whether short-term or long-term rental assistance, whether it is actually building a brick and mortar supportive housing for some folks, it takes all of these interventions," McConnell said. Gonyeau says representatives from Los Angeles have visited more than a dozen times to study their Bridge Shelter and their seventeen wrap-around services."They want to replicate this model," Gonyeau said. "I know they are going to do that in LA, and some other cities as well."It has become a temporary relief that has helped hundreds of people cycle out of homelessness. But McConnell says this is not enough."I would redirect a lot of the money that we are currently spending on Band-Aids," McConnell said. "I would redirect that into rental assistance in housing dollars so that we can start nibbling away at this deficit."At the end of the day, both McConnell and Gonyeau say California needs more housing, not just affordable housing, but low-income housing. If the President's plan has that as an end goal, both say they are on board."We have a very large unsheltered homeless population in California, and we have an incredible affordable housing crisis here. SAN DIEGO (KGTV) -- The San Diego Police Department is looking for 72-year-old Dania Josefina Lopez, a woman who is believed to be missing and at-risk. Lopez was last seen by her family at 9 a.m. on Monday and has not been heard from since. Family members said Lopez suffers from dementia and has high blood pressure. She did not take her medication with her when she left home in San Diego's South Bay area. Lopez is described as 5'2", 150 lbs with brown eyes and gray hair. She was last seen wearing black pants, dark shirt and a brown vest. If you have any information, contact the San Diego Police Department.    674

SAN DIEGO (KGTV) -- Three Port of San Diego Harbor Police officers tested positive for coronavirus, the department announced Wednesday.After learning of the positive results, the Port of San Diego says it notified the department and port staff.The officers are isolated and undergoing treatment at their homes and will seek further care should it be necessary. Their condition is unclear at this time.The department also said it’s working with San Diego County health officials to conduct contract tracing and notify people who had close contact with the officers.“Prioritizing the health and well-being of the public, our partners, and Port employees and their families, the Port encourages and reminds the public, for their health as well as that of first responders, to wear face coverings, practice and maintain social distancing, wash hands frequently, and avoid crowded spaces and gatherings,” the Port of San Diego said in a news release. 953
