One soldier has been killed and seven others have been injured after an explosion occurred during a training exercise at Fort Bragg in North Carolina.WTVD-TV reports that the explosion occurred when a vehicle rolled over. (CNS) - Oceanside's police chief has called for an internal investigation into an arrest in which one officer used a stun gun to subdue a carjacking suspect, causing him to fall backward onto his head, before two other officers forcefully twisted him to lie facedown.Video of the Tuesday incident was captured on a witness' cellphone and shared on social media, according to Oceanside Police Department Chief Frank McCoy.Police officials Wednesday released an officer's body-worn camera footage of the arrest along with the cellphone video, plus an open letter by McCoy providing more details.Dispatchers received reports around 4 p.m. Tuesday that the man attempted to carjack several people at multiple locations in Oceanside's Mesa Margarita neighborhood while armed with a knife, McCoy wrote in the letter. OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions. Organizations across the country are working hard to ensure underserved communities have the medical services they need to keep them healthy this flu season.Health experts say the flu vaccine can help prevent further COVID-19 complications, leading to a major effort to expand treatment, testing and vaccine availability for low income communities. "We've taken the results of our efforts and we are working with clinicians and community leaders and patient and provider organizations to educate, to promote strategies for increasing flu vaccination by providers," said Dr. Laura Lee Hall, the President of the Center for Sustainable Healthcare Quality and Equity, which is part of the National Minority Quality Forum. She and other experts have been working over the last two years to come up with a better way to promote flu vaccination in communities of color."We should enhance efforts for flu vaccination so as to minimize the risk of serious respiratory illnesses in the population and the toll it can take in the healthcare system. We all know that COVID has disproportionately impacted people of color so they may be even at increased risk," said Dr. Hall. Meaning, we’re giving out flu shots, we're doing HIV tests.
